Discuss/Act upon Ordinance No. 20-107 an Ordinance oft the City of Fort Stockton, Texas, Imposing Additional Disaster Restrictions for the City of Fort Stockton, Making Various Findings and Provisions Related to the Mayor Alexander explained that he would personally like to stress the recommendation for citizens to wear a mask when going out in the public. There is no restriction mandating people remain indoors. He asked that citizens use common sense and don't take their entire family shopping. Hei recommended that open businesses provide masks to their employees and ask customers to wear a mask when entering the establishment. Anyone testing positive for COVID-19 Mayor Pro-Tem Ureta stated after reviewing the proposed Ordinance he had an issue with Section 3, "Only one person per household willl be allowed to enter any open Retail Business or Government Service with the exception of assisting elderly, disabled, and children." He believes that this contradicts the Governor's Executive Order to reopen businesses. He understands everyone's concern; however, he feels that the city needs to follow the Governor's Executive Order. Council Member Palileo agreed with Mayor Pro-Tem Ureta. Mayor Alexander stated there were a couple of changes that everyone needed to be made aware of. Section 2.1 "City being tax exempt" Section 2.2"Thel Property Owner shall be paid for each room after the 7- or 14-day quarantine. The Property Owner will: submit an invoice tot the City ofFort Stockton Finance Department. The invoice should include the following: an invoice number, the dates covered by the invoice, and the number ofrooms rented." He explained that the City is trying to provide aj place for those who test positive and need a place to stay. The hotel has outdoor access to aid in limiting exposure. Council Member Falcon advised everyone that City Council had been proactive and had this agreement drafted in March.
