He communicated with Pecos County Judge Joe Shuster when he notified him the City would begin charging the County to dump trash during the Spring and Fall Cleanups. He explained the continued costs associated with opening the New Landfill. Judge Joe Shuster responded that the County could assist by providing $1,000,000 toward the New Landfill. Therefore, the City did not initiate the fee for FY 2020-2021. During the FY 2021-2022 Budget Session, the issue arose again. City Manager Frank Rodriguez II advised Pecos County Judge Joe Shuster that the City Would be charging the County to dispose of trash during the Spring and Fall Cleanups. Since an agreement was not met, Notice was sent to Pecos County Judge Joe Shuster on October 17, 2022. It explained that the City was at a point where they could no longer waive the fee for the County and would charge $105 per ton, which was the fee Pecos County stated they were charged $60,000 for trash services from the City.
