Page13 City Manager Frank Rodriguez explained he was requesting permission to rename the title of an existing position. This position will mainly assist with the transition from the old landfill to the new landfill. This individual will also assist with projects dealing with water and sewer. Dealings with the Railroad Commission and the Texas Commission on Environmental Quality (TCEQ) will be routed through this coordinator. Council Member Darren Hodges inquired who would hold this position. City Manager Frank Rodriguez explained Brad Newton holds the current Utility Worker III position which could be potentially retitled as Project Coordinator. Director of] Finance Maria Rodriguez explained in accordance with the City of Fort Stockton Investment Policy and the Public Funds Investment Act, she was submitting the 31d Quarterly Investment Report for Fiscal Year 2021-2022. At the end of. June, TexPool's average interest rate was 1.35%; LOGIC's average interest rate was 1.18%; 90-day T-Bills were 1.3% and the one-year T-Bills were 2.79%. Our local bank, Pecos County State Bank, is currently at 0.61%. Pagel 18 In accordance with Resolution No. 11-110R, the City has to have at least 7% of the current budget which is $1,356,688.20. The City currently has $9,329,410.00 in the General Fund. Agreement between the City of Fort Stockton & the Fort Stockton Independent School District. (City Mgr./C.O.P.) City Manager Frank Rodriguez explained Chief of Police Robert Lujan, Assistant Chiefof Police Ernesto Velasquez, Assistant Superintendent Gilrey Madrid and two principals previously met to discuss the language oft the School Resource Officer Agreement. Additionally, City Manager Frank Rodriguez met with Fort Stockton Independent School District Superintendent Dr. Gabriel Zamora concerning the S.R.O. Agreement. In speaking with the Director of Finance the daily rate will be for 170 days. There was language added that stated upon mutual agreement between the City Manager and the Superintendent, additional days may be needed to perform SRO duties to go beyond the 170 days. This was mainly to address Summer School. Pagej10 There are 3 returning SRO Officers: Officer Soto, Officer Aguilera and Officer Acosta. Chief of Police Robert Lujan recently sent 4 additional officers to SRO Training. This agreement entails the Police Department providing 5 SRO Officers. Assistant Chief of Police Ernesto Velasquez explained the Police Department would assign 5 SROs to allow an officer per campus. Any additional coverage would go through the Chiefof Police Robert Lujan or the. Assistant Chiefo of] Police Ernesto Velasquez. Assistant Chiefo of] Police Ernesto Velasquez assured City Council that the City of Fort Council Member Ruben Falcon inquired who would be given the opportunity to earn Stockton would maintain sufficient coverage for the City. overtime. City Manager Frank Rodriguez responded the School Resource Officers would be the first ones given the opportunity to earn overtime. After that the Chiefof Police will have the opportunity to provide additional security. However, if additional security is needed such as the Council Member Ruben Falcon inquired who determines how many officers are needed. City Manager Frank Rodriguez responded the Superintendent or an Assistant Sherriff's Office or any additional agency...iti is welcomed. Superintendent would be responsible for requesting officers. Council Member Ruben Falcon inquired what the protocol would be for an incident. Assistant Chief of Police Ernesto Velasquez responded that the Police Officers are being trained to neutralize the threat first. Then first aid would be rendered. Discuss/Act upon Replacing 9 Police Department Chargers with 9 Police Department Explorers and Purchasing/Leasing 3 Trucks for the Public Works Department Utilizing Enterprise Funds through Enterprise Fleet Management. (City Mgr./P.W. Dir/C.O.P.) Page111 City Manager Frank Rodriguez requested permission to replace the 9 Police Department Chargers with 91 Police Department Explorers. In addition he requested permission to! lease 3 trucks for the Public Works Department utilizing Enterprise Funds. They could utilize 32500 trucks, which would allow the Public Works Department to haul trailers and move equipment as needed. The administration conducted some research and determined that the Explorers would be the best fit for the Police Department. Mayor Joe Chris Alexander inquired when the current lease would expire. City Manager Frank Rodriguez explained that it would be timed just right where the lease would easily transition into the new lease.
