Council Member Warnock led the Pledge of Allegiance & Pledge to the Texas Flag. Mayor Alexander read the Mission Statement: "The Mission of the City of Fort Stockton Municipal Government is to Promote & Value Public Confidence and Trust by the Accountable and Responsible Use of Community Resources; to Ensure Public Safety; Improve Public Services; Promote Local Recreation and Entertainment; and Generate Economic Development." RECOGNITION: 1. Commend the Landfill Personnel for an outstanding performance resulting in NO VIOLATIONS during the recent TCEQ Compliance Investigation oft the City of Fort Stockton Landfill located at 3400 Stone Road conducted on March 15, 2021. City Manager Rodriguez recognized Assistant Public Works Director Carlos Lopez for the outstanding performance ofthe Landfill Personnel during their recent' TCEQ Compliance Investigation. Mayor Alexander inquired what academy the officers attended. Chief of Police Lujan responded that Officer Leilani Bernal attended Sul Ross University Academy while Officer Isaiah Marquez attended the El Paso Community College Academy. Council Member Hodges inquired how many individuals were enrolled in our local academy. Chiefo of] Police Lujan responded 6 individuals were enrolled in the local academy. Council Member Casias inquired how many vacancies the Police Department had. ChiefofPolice Lujan answered there was 1 vacancy in Patrol and 1 vacancy in Administration. CONSENT AGENDA: 3. Bids Submitted: AG Oilfield Services, Inc., Badger BMB Services, Inc., CK Newberry, LLC, Harding Earthworks, Onyx Contractors, Quality Contractors, Salinas Construction Technologies, Lid., Stephenson Dirt Contracting, LLC, West Texas Contractors. City Manager Rodriguez advised City Council the 3 lowest bidders were Onyx Contractors, AG He provided information on the location of the companies, their experience and the projects they have Motion was made by Ruben Falcon, seconded by Paul Casias, and carried unanimously to award AG Oilfield Service Inc, the Bid for Construction Project of New Landfill Roadways Owned and Operated by City of Fort Stockton in the amount of $225,000.00. Awarding Bid for Pest Control Services for the City ofF Fort Stockton. Bid Submitted: Brockman Pest Control (City Mgr.) City Manager Rodriguez informed City Council that Brockman Pest Control was the only bid received on time. Brockman Pest Control is the current Pest Control Service Provider. He recommended Motion was made by Paul Casias, seconded by Ruben Falcon, and carried unanimously to award Brockman Pest Control the Bid for Pest Control Services for the City of Fort Stockton. Discuss/Act upon Pay Application No. 3 totaling $67,907.50 for Work Performed by Redneck Metal Buildings through 04/13/2021 regarding the Construction of New City Recycling Center Facility Project. (City Mgr./Dir. of] Fin.) City Manager Rodriguez advised City Council that Assistant Public Works Director Lopez conducted av walk through of the New City Recycling Center Facility and he confirmed that the project is complete. Therefore, City Manager Rodriguez asked permission to approve Pay Application No. 3 in the amount of$67,907.50. Page 1304 Motion was made by James Warnock, seconded by Darren Hodges, and carried unanimously to approve Pay Application No. 3 totaling $67,907.50 for Work Performed by Redneck Metal Buildings through 04/13/2021 regarding the Construction of New City Recycling Center Facility Project. Discuss/Act upon Retention Stipend in the amount of $1,200.00 for Full-Time Employees Who were Employed before December 31, 2020 & Actively Employed on April 16, 2021; Paid Separately. (City Mgr./Dir. ofFin.) City Manager Rodriguez asked City Council to Approve a Retention Stipend in the amount of $1,200.00 for Full-Time Employees who were employed before December 31, 2020. He explained this stipend is designed to retain personnel and to remain in direct competition with companies that are offering improved wages in this area. He commended City Personnel for doing an excellent job especially during the COVID Pandemic. He added that they did their part to keep the community safe and our utilities operational. If approved, the stipend would be paid in a separate check on April 16, 2021. Council Member Hodges inquired how many employees this would entail. City Manager Rodriguez explained this would include 114 employees. Mayor Alexander inquired where the funds would come from. Director of Finance Rodriguez provided City Council with the tentative budget calendar. She explained the top portion could be changed; however, the bottom needed to remain the same in order to meet all required deadlines. She added that the dates are similar to what has been done in the past. Motion was made by Ruben Falcon, seconded by Pam Palileo, and carried unanimously to approve Fiscal-Year 2021-2022 Budget Preparation Calendar. Discuss/Act upon Fort Stockton Police Department Provider Agreement concerning Medicare Rates for in "Custody" patients between the City ofl Fort Stockton and Pecos County Memorial Hospital. (City Mgr./C.O.P.) City Manager Rodriguez explained that this agreement was implemented last year. He requested to continue this agreement with thel hospital. In case there is an individual in custody that requires treatment, the city would be charged the Medicare Rate for care provided by the Pecos County Memorial Hospital. Motion was made by James Warnock, seconded by Ruben Falcon, and carried unanimously to approve Fort Stockton Police Department Provider Agreement concerning Medicare Rates for in "Custody" patients between the City of Fort Stockton and Pecos County Memorial Hospital.
