We are close to the transition from the Old Landfill to thel New Landfill. They are doing their Buffer Locaters. Gene Cummings Park: The Solar Lights for Gene Cummings Park are close to being completed. There is a Water Reclamation Project that will reuse the water from the Spray Park to water the grass in that area. Basketball goals will be installed now that we received our lift truck back. LiftTruck: atimely manner. Our lift truck has allowed our Parks' Department to put up and take down our decorations in The lift truck has helped our Parks Department tremendously. Discuss/Act upon Angle Parking for the 200 Block of North Oklahoma Street, between 2nd Street & 3rd Street, in accordance with Section 23-112, Titled Angle and Parallel Parking of City Manager Frank Rodriguez explained this issue was brought to his attention Thursday afternoon by Reverend Jim Miles. He stated Officer Derrick Stratton advised him that angle parking was illegal in that area. In Accordance with Section 23-112 of the Fort Stockton Code of Ordinances, Angle Parking is allowed with the approval of City Council and proper the Fort Stockton Code of Ordinances. (City Mgr.) signage. This particular street is 46' from one curb to the other curb. Historically there have not been any complaints about the parking in this area. Correspondence was received from Assistant Superintendent Gil-Rey Madrid stating that the school has a mutual agreement concerning the parking during school hours. Cones are placed in this area from 7:15 a.m. 8:10 a.m. during the morning drop-off. The cones are then picked up and replaced for afterschool pick-up between 4:30 p.m. and the end of pick-up. When early release occurs, the cones are placed 30 minutes prior to and picked up 30 minutes after the designated times. The officer assigned to the Intermediate School noticed individuals parking at an angle at the Church. There is some parking ini the back of the church; however, it is a far walk to get to Page1105 the entrance oft the church. Under Section 23-112 oft the Fort Stockton Code ofOrdinancesi it states angled parking should not be allowed ifit requires traffic to drive on the left side of the road. The congregation have been parking at an angle for over 70 years. City Manager Frank Rodriguez suggested allowing an Engineer to study this issue. In the meantime, there is a traffic form that will allow the street to be blocked off for the designated hours until this situation is resolved. Ken Ripley of2001 W. 7th Street spoke on behalf oft the church. He explained last week the Rotary Club was meeting at the church when an officer came in and advised everyone, they were illegally parking. Mr. Ripley explained ever since the church was constructed the congregation have been parking at an angle not realizing it was a violation. He further explained they angle park on the east side of Oklahoma and parallel park on the west side of Oklahoma. He stated there has never been a complaint prior to this notification. Council Member Ruben J. Bernal asked Assistant Chiefof] Police Ernesto Velasquez if the angle parking in this location was considered a violation due to it creating a blind spot. Property Owner Obed Torres explained he was requesting permission to keep the manufactured home on the property. Mr. Torres stated hel has spent a lot ofmoney on this manufactured home. He stated at one point that he was advised he brought in the manufactured home illegally. He provided documentation from an engineer stating if a concrete foundation was placed around or a more permanent foundation it would make the manufactured home permanent. However, City Council would have to give the approval to do sO. Maritza Gomez General Manager Clayton Homes in Odessa stated that it is the property owner's responsibility toj pull the proper permits. She stated Mr. Torres was not trying to deceive anyone. She further stated Mr. Torres was not told his home was placed was placed Pagel111 illegally until he went to pull the plumbing permit. The home was sitting there for a month until he was advised of such. She stated the manufactured home would bring more value to the adjacent property owners. She stated that prices during COVID became astronomical making modular homes unaffordable. Not only that the factories discontinued the build of Modular Homes because they were unable to obtain the materials to build them. Mayor Joe Chris Alexander inquired what Mr. Torres plans were for the property. Property Owner Obed Torres explained he would add a concrete foundation with stone all the way around the perimeter on the bottom. He would add a garage on the west side and a privacy fence would also be added, which should raise the property value. City Attorney Puja Boinpally explained to the Board of Adjustment the reason we were hearing this request is because Property Owner Obed Torres purchased a mobile home fora property not zoned fori it. Had he purchased a modular home as City Secretary Marina Cantu advised the Board of Adjustment would not bel hearing this request. She further stated the City was under the impression Mr. Torres had purchased a modular home and not a mobile Property Owner Obed Torres reiterated he did not know how the manufactured home was brought in illegally when he was advised he would not need a permit to do SO. Assistant Chiefof Police Ernesto Velasquez stated Alejandro Luna former Officer ofthe Ward County Sheriff's Department is willing to relinquish his K-9to an agency. Nemo a5- year-old Belgian Malinois trained on Narcotic Detection of Cocaine, Marijuana, and Methamphetamine. He is also trained in scent tracking. His shots are up to date, and he was re-certified in. July 2022. The Fort Stockton Police Department Officer Derrick Calderon is He looked into retrofitting the vehicle to accommodate K-9 Nemo and it would run anywhere from $1,000-S $5,000. Training for the K-9 and handler together would range from $4,500 -$6,000. The total current budget for the K-9 is $1,000. The stipend for the K- Ifan agency was to purchase a new K-9 it would cost anywhere from $16,000 to $25,000 depending on what they are trained on. This donation would save anywhere from $10,000 K-9 Nemo had prior experience in the Dallas/Fort Worth area prior to Mr. Luna obtaining him. Mr. Luna is relinquishing his K-9 to an agency as hel left to the oilfield and his former willing to serve as Nemo's handler. 9h handleri is $3,600. to $15,000. department does not have anyone able to serve as Nemo's handler.
