Jose Hinojosa stating that he has a new mobile home and I know that City Manager Davila has been holding the permit and Idon't know that she has the authority to dot that because we don't currently have an ordinance in place tol keep them out and my opinion is that he should be given his permit, nowi if from here on in the future you all want to restrict or limit the bringing in of mobile homes into the city that would be your decision based on what you believe is best for the city and what youl believe the needs ofy your citizens are, Councilman Inocencio asked if wel have any! kind of zoning at all right now and City Attorney Caballero replied that we don't have zoning right now and Councilman Inocencio replied how do the other cities around here do it and City Attorney Caballero replied that it is al long process and then they adopt a: zoning ordinance where they do studies and they use planners to divide up the sections of the city and recommend what the best zone would be for different areas and then you pass an ordinance with maps and definitions telling you specifically what uses can be made with properties that are. zoned a certain ways and Councilman Inocencio replied since Mr. Matt! believe was one of the ones that passed the ordinance that was repealed did you all go through any studies like hei is saying and Citizen Matt Olivera replied that he knows the ordinance was repealed but the citizens of Encinal were not notified and there was zero outreach becausel myself was not notified and neither were my neighbors and Iwould say when did this happen etcetera the main thingi isj just as our City Attorney just advised you where you have a committee and you have zoning done and we already did all that and that is already in place and lactually talked with Ashley last time Iwas here that there is a model here somewhere of this city and everything already done and it was done by Crane Engineering and it's already here already in place all the studies have been done okay we. just need to move on with it when I was here years ago we built 30 houses for the elderly and then we: started building more houses when that favor sO motion carried.
