CITY OF EMORY Minutes oft the Workshop and Special City Council Meeting Thursday the 26th Day of September 2024 The City Council of Emory met on the 26th day of September 2024 at 6:00 pm fora workshop and a Special City Council Meeting with the following members present: Mayor Earl Hill III, Mayor ProTem Blake Cooper, Lori Honeycutt, Jake Roan, Jannie Stephens and' Travis Potts, Others present, Finance / HR Clerk Eileen Mickey, Interim City Administrator Samantha Gibby, Emory Police Department Andy Chester, City Secretary Donna Raper. Meeting called to order by Mayor Earl Hill Ill at 6:45 pm WORKSHOP 1. Administrative Updates - Samantha Gibby informed council about a meeting with Hunter Potts about a right of way that the City owns (where Wood Street would run on across). Apparently, Potts had al lease that expired in. June 2020, he requested to renew' the lease with the possibility of building on it. Mayor Earl Hill Ill would like to talk1 to Tx-Dot, with possibility of offering to sell itt to Mr. Potts. 2. City Council discussed the Administrative Policies. 3. City Council discussed some of the Ordinances. ITEMS FOR CONSIDERATION. AND/ORACTION 1. No Action taken on nonstandard water and sewer service agreement. 2. No Action taken on approving an ordinance fore designated bulk water filling 3. No action taken on approving updates to Administrative Policy. 4. 4-3AI Motion made byl Lori Honeycutt seconded by. Jacob Roan to amend Ordinance No. 6-2008, Sec, 3 (adopted 5/20/08) under General Provision, Administration section 1.02.033 Duties under (K) to change. Motion carried 4-3 B Motion made my. Jacob Roan seconded by Blake Cooper to amend Ordinance No. 1-2009, sec. 8, adopted (5/19/09); Ordinance 7-2023 adopted (8/8/2003) under Chapter 41 business Regulation 4.02. Alcoholic Beverages 4.02.006 Signage. A, B and C. to only restrict prices. Motion carried unanimously. 4-3CMotion made by Lori Honeycutt seconded by Blake Cooper to amend Ordinance No. 4B-2005 adopted (3/15/2005); Ordinance 5-2022 adopted (12/13/2022). Under Chapter 14A Section 5 General Provisions Section 5A adding Intuitional District Section 18 Schedule of District Regulations (3Zones) Mobil Home, Plan Development and Intuitional will be! brought before council for location. unanimously.
