CITY OF EMORY Minutes oft the  Public Hearing and Regular City Council Meeting Tuesday the 10th Day of September 2024  The City Council of Emory met on the 10th day of September 2024 at 7:00 pm foral Public Hearing and Regular City Council Meeting with the following members present: Mayor Earl Hill III, Mayor ProTem Blake Cooper, Lori Honeycutt, Jacob Roan, Jannie Stephens and Travis Potts, Others present: Tony Ingram, Allen and Rachelle Jones, Katelyn Green, Edward Ronke Okpa Frank Hemani, Finance /1 HR Clerk Eileen Mickey, Interim City Administrator Samantha Gibby, Emory Police Department Cameron Demps, Director ofl EDCI Leah Drown, City Secretary  Donna Raper.  Meeting called to order by Mayor Earl Hill II at 6:45 pm  Public Hearing  1. Public Hearing was held on FY2025 Budget. 2. Public Hearing was held on: 2024 Tax Rate. August 13, 2024, Regular City Council Meeting and. August 22, 2024, Special City Councit Meeting, payment oft the regular bills monthly, and the contract with ETCOG fort the Inter-Local Contract for Data Maintenance (to provide 9-1-1 addresses).  Items for Consideration and/ or Action  A. Departmental Updates: Samantha Gibby gave an update on FM 3299 loopi is abouti to be completed, Samantha also gave an update on the lead and cooper deadline. Samantha Gibby also stated that she has been talking tol Hayter Engineer about on the variance she thinks they have everything they need to present to TCFQ, Samantha gave an update on the old building atl Potts Feed Store. Leah Drown spoke the Council about the updates she presented toi the EDC Board on September. 4, 2024. Mayor Earl Hill III gave the Council an update on the parade route: for the Rains County Fair fori thisy year and he alsospoke about thel hole on the corner ofQuitman (FM 2795) and. Alexander  Septembelp,2024  1    Dr., Mayor also informed the Council that Spooktacular at Sandy Creek Parki is B. No action taken oni the request from Dan Curtis with the. Motion made by Blake Cooper seconded by Lori Honeycutt to approve a plat for Frank Hemani fori the property. located at 1080 FM Hwy No. 515. (Final Plat of] Lot: 1 Blocki of E. Motion made by Blake Cooper seconded by. Jacob Roan to approve a tax abatement for Frank Hemani for the project located at 4080 FM Hwy 515. Motion carried. F. Motion made by Travis Potts seconded by Blake Cooper to contract for assessment and collection service for 2024 tax year with the Rains County. Appraisal District. Motion G. Motion madel by Lori Honeycutt seconded by. Jacob Roan adopting the approved FY H. Motion made by Blake Cooper seconded by Jannie Stephens passing Ordinance No. 5- Motion made by Lori Honeycutt seconded by Jacob Roan to allow discount for the early J. Motion made by Blake Cooper seconded by Jacob Roan approving ofLOGICI Investment Pool as an authorized- investment (Resolution No. R9-2024). Motion carried K. Motion made by Blake Cooper seconded by Lori Honeycutt to approve the application for participation in the Local Government Investment Cooperative (Logic). Motion L-O. Motion made by Lori Honeycutt seconded by Jannie Stephens approving Resolution No. R8-2024 adding Eileen Mickey Accounting/ / HR clerk to the Tex-Pool Savings account, to the back accounts at Commercial Bank of Texas, Edward Jones accounts and TexStar Savings Account.
