SRPTEMBER 10, 2024  PUBLIC WORKS BUDGET MEETING &    Public Works Budget Meeting Minutes CITY OF BEVIL OAKS, TEXAS  September 10,2024  1. Call to Order @ 6:30 Z. Pledge of Aleganeelnyocation a. Roll Call- Alll Present Discussion  Conflict of Interest Statement- None  a. Discussion shall be limited to evaluation of current budget and ofi items pertinent to establishing the budget for the City ofl Bevil Oaks Public Works for fiscal year 2024- 2025. The City will receive input from private persons and entities including but not limited to its engineering firm, legal counsel, açcountant, personnel with specific  information related to the proposed budget.  Councilman Wright- Hands out the plan that was put together from the Town Hall meeting ini February 2024. States that some of the stuff that is in the budget has to be done and some ofi it isa" "wish list". Charlotte Yeates- States that she met with the Mayor and Sabrenna about some ofthe changes that needed to bei made to the budget. States that the disconnectreconnect fees are an in and out source. Continues to go over Councilman Wright- States that the Council still needs to select an investment Charlotte- States that there are some limitations on what the City can invest in due to the investment policy that is inj place. Continues to go over budget... Councilman Merendino- we receive $260,000 and pay Beaumont $180,000, Charlotte- States that the audit fee should go down next year due to not needing a single audit. Continues to go over budget... Charlotte- explains that depreciation, is a forced savings. Including it asa budgeted expense, will cover funds in the case ofac disaster, future infrastructure, maintenance, etc. Councilman Wright- It will also cover operating expenses. Charlotte- Continues to go over budget... Councilman Merendino- States that Public Works pays 40% of the mowing contract and the City pays 60% ofthe mowing contract. Councilman Wright- States that he agrees with that. Charlotte- continues to go over budget..  budget...  officer to keep track of some of these expenses.  so the City makes $80,000? Charlotte- Yes.    Councilman Merendino- States that the projected insurance amount may go up because we are looking into windstorm insurance for some of the other Charlotte- Increased general liability insurance amount in anticipation for  buildings. windstorm.  Charlotte- Continues to go over budget... Sabrenna Crain- Explains what the charges are for 811. Charlotte- continues to go over budget  Councilman Emmons- asks ifUtility Innovations is running the generators on Councilman Wright- States that there is a mandatory test from the EPA that Councilman Merendino- asks why we have to look at the connection on the City side. States that everything on the City side was replaced when we Sabrenna Crain- States that we do know for sure what type of connection is Charotte- States that ifthe connections went up, then there would bea possibility of lowering the user fee. However, the connections have been stable fora a couple of years. Currently there is no way fort the user fee to be lowered Councilman Wright- States that the City lost $6,000-$10,000 due to meters that weren't working properly so we couldn't bill those people more than the base bill. Wel have gotten most of those fixed. States that the City has done as much: as they can to lower the water bill tot this point. States that the City has done some recent testing with a sample from the water plant and the aeration system to lower the TTHM's within thes system. States that lowered the TTHM's by 80%. States that he isn'tsure on the exact cost on what it would  aroutine basis. Sabrenna Crain- Yes  the City has to do at every service connection. changed over to Badger Meter. ont the City side. EPA is making is mandatory. Charlotte- Continues to go over budget...  with the connections that we have.  cost to get that system installed.  6.
