CALLTO ORDER & DETERMINATION OF QUORUM: Mayor Chronister called the workshop to order at 6:03 pm Present: Mayor Chronister, Mayor Pro-Tem Fenwick, Councilman Waters, Councilman Fisher, CA Mike Kramm, Police Chief Donaldson, Finance Director Cheryl Hunter. Absent: Councilman Scanlon, Councilman Terrell 2. DISCUSSION ITEMS: a. Fourth discussion of FY25 budget Discussion topics: Salary increases for staff. Finance Director Hunter, outlined the changes tot the budget that was presented at Budget Workshop #3. The proposed changes were the 3% across the board increase fors staffanda 30% increase for the Building Permit Tech/asst city secretary, a reduction of $100,000t to the Roads & Drainage Fund, with $50,000 allocated towards the proposed budget shortfall and a $50,000 contribution to the Rainy Day Fund. The FY25 budget shortfall of $134,919 CA Mike Kramm discussed the proposed! 30% increase to the Building Permit Tech/ass. city secretary. Mike Kramm stated the "Tech's current salaryi is around $53,000, employee has been here 15 years, Assistant City Secretaryi is only scratching the surface ofv what she does fort the City. She processes every transfer of waterfront properties, catalogs all of those and keeps up with everything they do. She processes every permit request. She is the person that puts out most of the fires that come into City Hall. The complaints that we get are primarily around code enforcement issues or building & permitting issues. She handles thosej just amazingly. My office is connected to her office by a door which is almost always open, I can hear heri interactions with people. They talk about how smooth she makes everything compared to what it has been at othert times. "She thinks it's the right thing to do. Thanking CA Kramm for looking intoi it and doing due diligence. That was an employee that has been promised al lot of things in the past and not happened and sO we need to fixt that." Mayor Chronister stated. "We thought they did fix it with the research Brad did was doing last and unfortunately that did not happen. That's why they were back revisiting thei issue. The ass. City secretary title is the least she does, you don't see her very much at these meetings, Christy usually has a goods strong holdi it andi is very good at what she does. When someone is out on vacation or sick we dol have people cross trained. Thank goodness we do because everyone is able to step up. So we are going to be able to address at least two of the four primary concerns to some degree this year because we are not going to make that allocation to Roads & Drainage." FDI Hunter stated. "It was a pleasure working with Richard and he is very good at what he does andi it would be nice to have people like him in other cities because hei is verygood."
