Town ofClintwood Town Council Meeting October 8, 2024 6:00 p.m. Record of Attendance: Council Members: Danny Lambert- Mayor Ron Kendrick - Vice Mayor Doris Rife Talbert Bolling Jim Childress Andy Rose Others Present: Susan Wood 1- Town Attorney Judy Steele - Clerk Citizens: Roderick Mullins, and Bobby Garrett Mayor Lambert called the meeting to order and asked for ai moment of silent prayer. Agenda item - Approval of the minutes of September 10, 2024 Motion was made by Councilwoman Rife and a second by Councilman Ker ck to approve the minutes of September 10, 2024 as presented. Agenda item - Agenda Additions Mayor Lambert said he wanted to add the following: VCEDAAppication Closed Session for Personnel Policy on the new regulations for public utilities on disconnection of water service Motion was made by Councilwoman Rife and a second by Councilman Bolling to approve the Agenda item - Appointment or Re-Appointment to Planning Commission - T.J. Fryatt's Motion was made by Councilwoman Rife and a second by Councilman Kendrick to reappoint T.J. Fryatt to the Clintwood Planning Commission. Motion passed unanimously. agenda with the additions. Minutes -Regular Town Council Meeting October 8, 2024 Page 2 Agenda item - Easement agreement with John Flannagan Dam and Reservoir MayorLambert: said it was an eight (8) inch easement over some oft the Corp's property which was adopted in 1973 and was for fifty (50) years. He called the Corp and tried to get the location of the line. He asked the council's permission to renew, if needed, the easement and he will try to Motion was made by Councilman Childress and a second by Councilman Kendrick to allow the the Mayor and the Clerk to sign the documents to perfect the easement. Motion passed find out if there is a fee to renew. unanimously. Old Business: None Citizens Comments: Bobby Garrett said he would like the town to establish a bike route. Mayor Lambert said he would get with VDOT: and get some information on a bike route. Councilman Childress said he was concerned the streets were not wide enough. Councilman Kendrick said he agreed with Roderick Mullins said he had stepped away from teaching for a while and has decided to start his own on-line news. He feels like there isa need in the county because as it stands currently the people that cover here in town are not local. He thinks it good to have someone local that knows what is going on to present that. He talked about recording the town council meetings and putting them on You Tube. Councilman Bolling asked if! he was posting this on facebook and Roderick said he was posting on a website call Substack.com. Councilman Kendrick said he would like to have an accurate account instead of just people's opinion and thinks this would be a good thing. Mayor Lambert asked him to repeat the website again and he said' dickensonmedia.substack.com. Councilman Childress asked him what Substack was, and he said it is a system that has been put intoj place by some people that are wanting to give the opportunity for people that are reporters and otherj journalists to go and start their own operations. Newspapers are drying up andi it is from an industry that did not adapt with the times and then they adapted too late. Substack is giving some people the opportunity to walk back ina and start doingjournalism again. There are: al lotofdifferent views there. Right now, it is basically free. You can subscribe to the site. Hei is also doing Mr. Garrett about the bike route. Podcasts with another person on something to do about Appalachia. Reports and Communications: Town Attorney - Susan Wood said the planning commission had met and made some more small changes to the zoning ordinance which will be the final changes before it is brought to the town council to review. Doris Rife- She gave an update on the following events to be held in the town in the next couple *Halloween in the Park will be 5-8 p.m. *Christmas in the Park will be the first Saturday in December. *Clintwood Lions Club will be having a dinner on Veteran's) Day for all veterans and their families on November 11 at the Community Center. Talbert Bolling- He said he thought Pioneer Days went really good with al lot of participation Ron Kendrick - He thought Pioneer Days was a good start for the first time out. The old Food City parking lot is a great place to have it. Ronnie Mullins has put an American flag on the pole at the field house and he will change it out every six months' if it is okay with the council. Jim Childress - He asked about the Christmas Lighting this year. The tree is going to be put in the roundabout. Councilwoman Rife said she thought that would be a great idea. Councilman Kendrick said you might be able to get permission from VDOT to block the street temporarily. Councilman Bolling said last year the tree lighting was done a couple days before the parade and Andy Rose He expressed his appreciation to the town for all the support for Pioneer Days and Mayor Lambert - He said that he and Joby got the power in the roundabout today and will be putting some fall decorations int thei middle. Pole decorations will be done again this year. Anyone that wants to decorate a pole can just pick any pole. Shawn should be out oft the Phipps property this afternoon and the trailer and tree stumps have been removed. Boyd's have removed some sod from the football field where the basketball & pickleball court will be put. On the Baker Ridge Bobby Garrett asked about the tracks being taken up at Lick Fork. Roderick Mullins said he found out they sent a crew in to remove fourteen (14) miles of the track from Lick Fork to Rock House. CSX had been asked about doing something else with the land and they said no. It will just set Councilman Childress said a light will need to be on the flag. this time it will be about a week before the parade-day after' Thanksgiving. thought it went well for the first year back. Re: Certification for a Closed Meeting Motion was made by Councilman Bolling and a second by Councilwoman Rife to certify that the Town Council to the best of their knowledge that only such public business matters as lawfully exempted from the open meeting requirements of Virginia Law were discussed in the closed meeting and only such public matters as identified in the motion convening the closed meeting were heard, discussed, or considered by the Town Council. Mayor Lambert said that he had added to the agenda the VCEDA application. He had checked with the Tobacco Commission about a grant for the. Jettie Baker Center marquee. The earliest you can apply is January and you won'treceive an answer until May and this type ofrequest may not bea good fit for the Tobacco Commission. After hearing that, he checked with Jonathan Belcher at VCEDA and he said they had time to put an application in with them. Thei most they can get is Fifty Thousand Dollars ($50,000) and the town would have to match that amount. Councilman Bolling asked ifit was coming out of the tourism money. He called Larry and Dana and did not get too much response about them covering the other Fifty Thousand Dollars ($50,000). The application has to be submitted in two (2) weeks.
