In an effort to encourage high performance, increase employee engagement and retain top talent, a Department Recognition Program is in place. During the month of November, the Sheriff's Office, Dispatch and Animal Control will be our highlight. Individuals from these departments will be invited to tab in your binder. the meeting to receive our thanks and appreciation. AGENDA ITEMS Tire Amnesty Day Discussion At the October meeting, discussion was held on tire collection in Richmond County and the possibility of collecting farm/tractor tires. After following up with the tire companies that we currently use for tire collection, it appears that they would accept the tires, but we would be charged based on the sizes loaded on the subject trailer - we would not pay a flat rate for disposal. Each tire, based on its size, could cost between $100 and $300 to dispose of. This could get very costly for an open collection and I'm not certain that charging pert tire for disposal would bej possible. Iwill continue communication with other surrounding counties to gauge any interest in perhaps having a joint tire collection event. Until then, citizens are encouraged to drop off 4 tires per day at any of our collection sites. Richard] E. Thomas Election! District1 J.David Parr Election) District2 John) R. Mothershead Election District5 County Administrator Stryker Presentation Mitch Paulette has reopened conversation with the Stryker representative and a new proposal is available for the necessary equipment. The purchase of this equipment would allow us to pay over a 5 year period with thei first payment in the FY26 budget. In addition, it wouldi include 5 years of service on all equipment. A Stryker representative will be available at the Thursday meeting to review the proposal and answer any questions or concerns. Burn Ban Resolution A resolution is included in your binder to ratify the decision of the current burn ban in Richmond County. This ban was issued on October 21, 2024. Asofthe date oft this letter, our area: is still within very high fire danger and all are advised to avoid burning at this time. Many thanks to the Sheriff's Office, Volunteer Fire Department and EMS for their responses to the calls received alerting dispatch of possible fires. In addition, I'd like to thank the staff members of Strata Solar and their contractors who assisted the fire department at a ditch fire along Route 3 near the Cerulean Solar facility. Without their help, the fire could have quickly spread into other areas. A certificate will be awarded to these workers at the Thursday meeting. Allowance ofl Horses and Farm Animals With questions posed on allowance of horses on parcels in Richmond County, I have included language from the Code of Ordinances to share. County staffis aware oft the allowances of animals on lots based on the zoning designation and will continue to try to assist folks moving into the County who bring animals. Cell Tower Application on Tallent Town Road Ia am in receipt ofinformation from Westmoreland County about an application for a telecommunications tower onj property that adjoins Richmond County. Based on the requirements from the Virginia State Code, the locality as well as the adjoining property owners must be notified of the application. The relevant Planning Commission meeting was held on November 4th and the Board of Supervisors meeting is planned for December gth at 6:00 p.m. Please advise ifthere are any questions on this application and I will speak with Westmoreland County for clarification. Request from Congressman Rob Wittman - Office space Each day, Congressman Wittman and his staff assists constituents at the offices in Washington, DC, Glen Allen, Tappahannock and Yorktown. However, many residents do not live near these offices and the Wittman team has decided to have mobile office hours at several sites. Currently, meetings are held at American Legion Post in Midlothian, Lancaster Community Library in Kilmarnock and Cooper Branch Library in Colonial Beach. Congressman Wittman would like to open mobile hours in Richmond County on the 1st and 3rd Wednesday of each month. Conversations will be held on areas that may suit for mobile hours. 2 ONGOING PROJECTS VDOT Recreational Trail Project No new updates from last month Coggin Building Renovation Dominion and their contractors have worked diligently the past couple ofweeks to make three phase power available at the Coggin Building. We look forward to seeing the Haley Builder contractors back on site soon for final connections, etc. Furniture delivery has been arranged and we will be working over the next couple of weeks on sign placements that are necessary. EMS Station #2 Attached in your binder is the latest set of drawings being considered for the EMS Station. Commerce Park EDA Grant Awaiting final approval of plans for submittal tol EDA. Emergency Radio Infrastructure JG Contracting was onsite this past week to begin grounding work on the NNEC tower. During their time of research onsite, they have discovered that some of the required grounding measures are in fact, already inj place. They will continue to satisfy all other grounding requirements before leaving the site. Ith has been suggested that I work with NNEC to modify the current contract that we have on the use of the tower. I will report back on any changes that may be necessary. DHCD - Community Development Block Grant (Scott Town) Aj pre-contract checklist is currently being reviewed with DHCD for submittal. Courthouse Remodel Original plans for the courthouse have been located and ideas/thoughts are being collected for the remodel. Iwill await a task order from ARM Group prior to meeting with the architect and County staff. The proposed expansion will include the construction of a new equipment access road within the substation that requires a 2nd entrance to bei installed on Indian Field Road.
