DECLARATION OF Al LOCAL STATE OF EMERGENCY Town of Weber City, Virginia Date: October 15, 2024 WHEREAS, the Town of Weber City, Virginia, has experienced extreme weather conditions WHEREAS, the Town has suffered widespread power outages, potable water shortages, downed trees, and flooding, creating conditions that endanger thel health, safety, and welfareoftheresidemts WHEREAS, the Governor of Virginia declared a state of emergency on September 25, 2024 through Executive Order 37 ini response to the impacts ofHurricane Helene, and the Scott County Board of Supervisors issued al local declaration of emergency on September 27, 2024; WHEREAS, the continuing effects oft the storm, including loss of] power to critical infrastructure and the presence of downed trees on power lines and roadways, pose a threat to public safety and WHEREAS, Appalachian Power (AEP) crews are actively assessing damage and restoring power, but many residents remain without electricity and access to potable water as of WHEREAS, the conditions caused by the storm require immediate action to alleviate the impacts on life and property, and coordination with state and federal agencies is necessary to WHEREAS, 44-146.21 of the Code of Virginia authorizes the declaration of a local emergency to provide for the exercise ofnecessary powers to protect life and property and to NOW,THEREFORE, BE ITI RESOLVED by the Town Council of Weber City, Virginia, that: 1.
