Edit and approve minutes from the 09/09/24 council meeting: Upon motion made by Mr. Gilmer, seconded by Mr. Lambert, the minutes oft the 09/09/24 council meeting were unanimously approved. Approve accounts payable and capital assets for the month of September: Mr. Shortt presented an A/P Preliminary Report Part B. New Business Parade Theme and Parade Marshal Ms. Jackson recommended aj parade theme "Your Best Memories" and parade marshal Scott Upon motion made by Ms. Fields, seconded by Mr. Leonard, the Town Council voted to approve the Christmas Parade Theme as "Your Best Memories" and the Christmas Parade Marshal Scott Gilmer. Lighting Upgrade RFP Mr. Shortt advised that the Lighthouse Supply missed the deadline on Friday, October 11,2024, but they emailed him on Monday morning, October 14th requesting consideration due to the fact Upon motion made by Mr. Gilmer, seconded by Mr. Lambert, the Town Council unanimously voted to consider the sealed Lighthouse Supply RFP for the lighting project. AEP Woodward Electrical $19,073.02 atlas $261,000.00 musco $132,340.00 $74,300.00 musco $83,800.00 siteco Mr. Shortt advised that he plans to review the RFP's to make sure they are quoting on the exactly same specs therefore they can rank them and start negotiations. The Town Council agreed to table these RFP's until the Parks and Recreation Committee meeting. IX. Town Managers Report Mr. Shortt advised that in the accounts payable report, the Wastewater Plant had a large emergency purchase for the amount of $13,393.06 for the Elliott pump station that went down. Mr. Shortt pilesented two quotes for the Water Plant for a CL17: Hach USA Bluebook $6,968.00 $6,889.35 Upon motion made by Mr. Gilmer, seconded by Mr. Lambert, the Town Council unanimously voted to move forward with the USA Bluebook quote for the amount of $6,889.35 toj purchase the CL17. The vote was as follows: Mr. Gilmer, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye; Mr. Mr. Shortt advised that Sam Fields will have a Car and Tractor Show this weekend at the Mr. Shortt acivised that he spoke with the Lane Group concerning them attending a Water and Wastewater Committee meeting. The Town Council agreed to set the Lebanon Parks and Recreation Committee and Water and Wastewater Committee meeting for Monday, October 21, Mr. Shortt expressed his appreciation for all the Town Employees that worked during the storm. He advised that the Town was able toj provide water, trash pickup and brush pickup to all citizens during the storm damage which is great. He expressed his appreciation for the Russell County PSA, FEMA, Lonzo Lester, Jess Powers, Bill Watson, Brad Patton and RCMC which allowed the Recreation Center to use a generator for a shelter for the Citizens that have electricity needs. He stated a special thanks to AEP, Point Broadband, Fire Department and Police Department. Upon motion made by Mr. Lambert, seconded by Mr. Gilmer, the Town Council unanimously voted to approve for the Town Manager to arrange a catered lunch from Junie B's for all the Town Employees plus the other departments that helped during the storm. Government Center with aj parade starting at 5:00 P.M. 2024, starting at 5:00 P.M. Aye. Mr. Shortt advised that John McCoy Fire Department Chief requested a capital outlay purchase toi install gas heaters at the Fire Department. The three quotes are as follows: Stinson Heating & Cooling, Inc. Highlands Air Conditioning Starnes, Inc. $15,000.00 $16,500.00 $17,800.00 Upon motion made by Mr. Lambert, seconded by Mr. Kegley, the Town Council unanimously voted to approve the quote from Stinson Heating & Cooling, Inc. in the amount of $15,000.00 to purchase three Infra-Red Tube Heaters for the Lebanon Fire Department using their capital outlay funds. The vote was as follows: Mr. Gilmer, Aye; Mr. Leonard, Aye; Mr. Lambert, Aye; Mr. Kegley, Aye; Ms. Fields, Aye. ChiefofPolice Report X. Chief] Deskins presented the monthly Police Report. He advised that Russell County has loaned the Town six radios. He stated that they have received through the DCJS Grant two new trucks which he plans to use drug task funds for equipment upfit. Chief Deskins advised that the two new trucks must be used by command staffi for the first three years according to the grant guidelines. He stated that he has applied for a USDA Grant to receive two fully equipped patrol vehicles which basically is the Town purchase one and get the other vehicle free. Mr. Leonard requested Chief Deskins to work on a permanent solution to purchase digital radios. Chief Deskins advised that his plans are to apply for al Public Safety Grant by going through Secretary Cole. ChiefDeskins stated that stray cats are an issue in the Town ofLebanon therefore he requested the Town Council consider adopting an Ordinance to help resolve this issue. XI. Town Attorney Report Mr. Tiller adyised that he had a couple ofitems to discuss in the executive session. XII. Enter closed session: 6:53P.M.
