TOWN OF DAYTON COUNCIL WORK SESSION October 14, 2024 COUNCIL CHAMBERS, DAYTON TOWN HALL COUNCIL MEMBERS PRESENT: Mayor Jackson, Vice-Mayor Bradford Dyjak, Melody Pannell, Emily Estes and Bob Wolz. Robert Seward resigned from council effective July 31, leaving his seat vacant. Susan Mathias arrived at 5:10 p.m. COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Brian Borne, Town Manager; Christine Wade, Deputy Clerk; Meggie Roche, Economic & Community Development Coordinator; Justin Trout, Police Chief and Christa Hall, CALL TO ORDER: Mayor Jackson called the Work Session to order at 5 p.m. and Christine OPEN SESSION: Mayor Jackson stated that the first item on the Work Session Agenda was the Fiscal Year 2026 Budget Manual and asked Town Manager Borne for a report. Mr. Borne had a slide show to share outlining the budget preparation manual. The manual detailed what goes into the planning, preparation and execution each year and included a timeline for how they were going to work on the budget for this year. He explained that it was a team effort and takes Mayor Jackson thanked Mr. Borne for all the work he put into making the Manual and presentation for the Council and asked if anyone had any questions or comments. Councilperson Dyjak thanked Mr. Borne and said he appreciated the detail, and this was a great step forward to get ready for FY26. Councilperson Pannell said she didn'thave any questions but appreciated Town Manager Borne also shared some information about the National League of Cities Service Line Program. He stated that he had this on his own home in North Carolina, Councilperson Dyjak said it was a good resource and asked ift this was something the Town would have to sponsor. Mr. Borne stated no, there is no cost to the Town, it'sj just an agreement that they can offer to residents. He said it was basically a warranty program for the water and sewer lines that extend from the house to the main, totally voluntary for the residents and comes with a reasonable cost to the homeowner. He explained that he and. Jennifer Reppe, Public Works Supervisor, were going to learn some more information about this and would then be able ADJOURNMENT: With there being no further work session discussion to come before the Council, Councilperson Wolz made a motion to adjourn. Councilperson Estes seconded the motion, and it passed by an all in favor vote of6-0 with no members absent. The meeting was Treasurer.
