CM Tanner asked ifthere was more to discuss about EV cords going across Town sidewalks. The Mayor said that the current ordinance addressing blocking sidewalks applied and that she would be discussing with individual residents about their options (that wouldn't block sidewalks). The Mayor reported that a date for a community meeting with WMATA to discuss the demolition of the old trestle bridges has not yet been set. The idea that the Town might buy the trestle bridge (just beyond Radcliffe Lane) has been abandoned since no contracts have been willing tot take on the project. CM Stiglitz said that the bike path along MacArthur is due fora clean up and asked who to call at the County. COUNCIL MEETING MINUTES: ACTION ON MARCH 11,2024 MEETING Motion to Approve the 3/11/24 Minutes: CM Spealman; 2w CM' Wilson. 3-0in favor with CM BUDGET WORK SESSION MINUTES: ACTION ONMARCH 18, 2024 MEETING Motion to Approve the 3/18/24 Minutes: CM Wilson; 2m CM Spealman. 3-0 in favor with CM Stiglitz abstaining because he was absent at the 3/11 meeting Stiglitz abstaining because he was absent at the 3/18 meeting DISCUSSION OF THE FY25 BUDGET Mayor Costello told the Council that the community garden had received a mini-grant of almost $5,000 from Chesapeake Bay Trust. This meant that the line item for funds for the community garden would only have the CBT funds. No Town funds will be spent on this at this time. CM Stiglitz missed the March 18 budget work session, sO he gave his notes to Mayor Costello and 1. Lower the estimate for interest earning to $35K, because rates may go down. 2. The budget needs to make clear where the budgeted money is from ARPA funds or other grant money. The Mayor added footnotes and the outside funds are listed under 3. Remove theTraffic Study Consultant line item. Nothing is anticipated here and it can be 5. Break down the Level Green Contract SO that it is divided correctly between Town Hall 6. Create a new line item for Storm Cleanup-s2000-t0 prepare for an increase in storm There was a longer conversation about how to budget the ARPA funds since they will need to be allocated-with a contract-by 12/31/2024 and spent by the end of 2025. CM Stiglitz said that because Street Repair is a regular and necessary expense they could put a bulk oft the ARPA money there to make sure it gets spent. Everyone agreed to budget $125K for street repairs and yellow striping. CM Wilson wanted to make sure there were still funds allocated for a new elevator ini the budget. CM Spealman said they can always move money in the budget to cover that once the bids come in response to the Request for Proposal (RFP). The Mayor put $80K in Town Hall Improvements in hopes that ARPA funds will be able to go to the elevator replacement. CM Tanner asked if streetlight replacement was still a possibility. Mayor Costello said there were still a lot of moving parts (and prices) with that project. The CMs had no further changes to the budget, which the Mayor will share with residents. A TAX ON CERTAIN GREEN TEAMISUSTAINABLE MARYLAND MEETING REPORT: CM Tanner reported that members of the Green Team and interested residents met on March 27 at Robin Kogelnik's house. There was a presentation by Mike Hunninghake from Sustainable Maryland and seeds and plants to give away. In response to the question, is being designated Sustainable Maryland worth the effort, Mayor Costello said that the initial work was applying the first time-work done by former Town Manager Beth Stickler. A reapplication is less complicated and is being handled by Robin Kogelnik, Holly Shimizu, and CM Tanner. CM Wilson noted that Sommerset is the only municipality in our area that isn't certified. Many things that the Town residents do can count towards the certification: the creek clean-ups; the Adopt a Road clean-up. CM Stiglitz noted that resident Karim Khalifa is creating a sustainability plan for Glen Echo Park and may roll Town street lights into a request for funds for a conversion to LEDs. Mayor Costello said that there would be an Earth Day event on April 21 at the Bird and Butterfly Garden, where volunteers can make signs for baby trees and construct a Purple martin or bat house. There will be a volunteer appreciation event immediately following it at the Town Hall. COMMUNITY GARDEN Mayor Costello reported that she had met with the community garden committee and that they understood that because they received funding from Chesapeake Bay Trust, the Town would not be giving them any money. They agreed to a few small changes to the by-laws, like prohibiting marijuana plants and having participants clear their plots and reapply each year. The Mayor said that Town lawyer Ron Bolt said the Council would need to approve a charter to officially create the Community Garden Committee. This will cover the garden by the Town's insurance and stands int for a lease. FINANCIAL REPORT FOR THE MONTH OF FEBRUARY: CM Stiglitz will be receiving the financial report each month and presenting it to the Council. This month, he flagged discrepancies with the Electrical and Street Lights line items. It appears that LSWG has mis-coded the two Pepco bills that the Town receives each month. The Electrical saw a huge increase, while Street Lights were at $0 the last two months. Mayor Costello is going to raise this with our former auditor at LSWG, Eva' Webb, and figure out how closer attention can be paid on their end. CM Stiglitz also questioned the March Salary number, which the Mayor will look at. Waiting for a new electrical board. Mayor Costello told the Council that $5K had just been spent for one board, but another was needed. If that second board will get the elevator working, should she proceed with paying another $5K for the second board that is needed. The CMs said she should proceed while simultaneously pricing a replacement of the whole lift.
