Tod, Asl lindicated when we discussed this a while ago, the St. Lucie Village Board of Aldermen has been hesitant to pursue annexations on the wests side of US1, and they have turned down at least one: such request that Ican recall. That being said, there isi no policy, ordinance, or other firm directive that would prohibit such annexations. The best way to get the Board's input on this annexation concept would bei to come to one of our meetings and give a short presentation on your project. Realizing the airport is and will continue to be an issue fort the Village, Iwas thinking this would be as solid strategy to better aliow the Village some additional leverage when dealing with noise and other airport operation complaints. The airport's property is directly to the west and north of this site. The only 2 other developments within this vicinity are the old antique mall building and Country Cove Mobile Home park. There is no other development nearby and due to the County owning the property to the west and north, no other development could happen, sO again, ity would seem like an easier annexation piece to consider. Based on myi initial review, the submission was very good and very detailed, however, we will need calcs fori the 10 year- 24 hr, 25 year-72 hour and 100 year- 72 hour using SFWMD methodology and rainfall distribution. It appears the calcs address the FDOT drainage connection pre verses post requirement, using FDOT methodology (this is required to get the required drainage connection permit from FDOT). SLV stormwater criteria is the same as SFWMD. Also, there appears to be no cross section of the planned exfiltration trench system that meets typ standards for SFWMD' WQ1 treatment, we will need that(s specified gravel/specified filter fabric overlapping on top around the trench). The proposed design is not typical oft this area. The SFWMD Exfiltration calculations submitted, appear to use an H2 value that does not match the proposed condition (max H2 would be from the lowest point of discharge (or grate ifr no discharge) to the bottom oft the proposed exfiltration trench. Also for trenches proposed that the width exceeds twice the height, the SFWMD conservative formula is used. The calc also appears to use an unsaturated depth lower than the bottom oft the trench. Would need to revisit these calcs. The provided calcs appear to use storage from 60" pipes within the limits of the trench. SFWMD already assumes 40% voids, so, the added pipe storage does not appear to be appropriate. Finally, the SFWMD exfil formula already accounts fort the 50% credit (SF=2), sO the wq calci is off. The highest predicted wet season water table would be used for the trench design. It appears based on the soil borings We also believe the system should be a retention system with no discharge. Will be reviewing in depth the pre- Ift the project has been to FDOT access management, we would need the results oft the access management pre-app to Finally, the environmental report submitted appears to be a proposal, not the actual report. Aslrecall, the question came up in the context of the screening material for the fence, which was part of the plan for meeting the Code's buffer requirements. A logical follow up for me would be to get information and update the Board. Please provide an update on your plan and schedule for completion of the site plan improvements. Thank you. We can then easily embed videos on the site in addition tol having them on' YouTube. Thel level ofe effort is smallt to do this. Asy yous get the raw video files, send those to me and Ican handle. Also,i it'sa a good idea tot take one long video (and publishi it) but then also break that video upi into smallervideosand publish the smaller parts, too. From: Richard' V. Neill,. To: Terence Channon tchannon@terencenet.com> Subject: SLV- posting videos on the website Cc: Paulette Burgess pauete-burgessesticevlagengov; David Whitney Terence, Aquestion came up at the Board's last meeting about posting videos on the website. Idon't know that we have anything that is ready to post, but videos are being recorded with long-time residents about history and recollections of St. Lucie Village, the St. Lucie School, etc. Subject to getting required permissions, the Board might be interested in posting these SO they are available for the public to see. understand that the interviews are fairly extensive but might also be broken up into segments. Ihave to believe that you would be able to provide for the website to allow viewing of the videos but I, of course, have no idea what would be involved. Ifwe're talking about wanting to do that and posting or somehow providing access to hours of interviews, how would that be done and what might the cost be? Would appreciate your thoughts and advice.
