FAX: (805)434-4820 The Parks, Recreation and Refuse Committee met on September 25, 2024 at 3:00 p.m. in the Templeton CSD Board Room located at 206 5th Street, Templeton, CA Present were Committee Members Geoff English, Navid Fardanesh and Eric Marlow. Present from District Staff were General Manager Jeff Briltz, Utility Manager Justin Black, Recreation Supervisor Mel Johnson, District Engineer Lori Azeem and Board Secretary Keri Dodson. Also present from Waste Management were Stacy Walters 1) Appointment of Committee Chair and Vice-Chair for the Remainder of 2024 Director Fardanesh will serve as Chair and Director English will serve as Vice and via Zoom Teleconference. and from the IWMA, Peter Cron. Chair for the remainder of 2024. 2) Evers Park Improvement Plan District Engineer Azeem provided the Committee with an update on Evers Park. Staff has received plans back from the Consultant, but they include several changes that had not previously been discussed. Staff plans to meet with the Consultant to discuss these changes, including costs and alternatives, before they are submitted to the County. The main area that is being worked through pertains to stormwater quality at the Park. 3) Senior Maintenance Worker Update GM Briltz provided an update on the recruitment for a Senior Maintenance Worker. Staff has conducted interviews with potential candidates for the position and has recently extended a conditional offer which is being reviewed by that candidate. 4) Parks and Recreation Maintenance Needs Staff shared a list of maintenance needs at the various facilities that fall under the Parks and Recreation purview, including the Recreation Center, Community Center, Jermin Park and Evers Park. The Committee would like to see a package of projects to be completed brought back for review and then taken to the Board for approval. Stay connected - www.tempetoncd.org = Go to "Notify Me" 5) Parks Operations and Maintenance Update Utility Manager Black provided the Committee with an update on maintenance that has been performed by staff at the parks. He highlighted the following: replacement signage at Jermin Park and the Skate Park, fence repair, gopher control, and identifying safety concerns. He thanked the Committee for the support in the acquisition of the new parks tractor which has made an impact on performing required maintenance and upkeep. 6) Program Updates Supervisor Johnson update the Committee on current and upcoming sports programs, as well as the recent community cleanup which was successful. Winter season is upcoming which will be a resting period for the parks. 7) Waste Management Fall Clean-Up of organic waste on that date. Stacy Walters with Waste Management provided information on the Fall Clean- Up which will be held on November 16. This is essentially an extra trash pick-up 8) Solid Waste Franchise Agreement - Negotiating at End of Term GM Briltz provided this item in order to share an article with the Committee regarding options when a Franchise Agreement is near the end of its term. The Board has triggered the non-renewal of its contract with WM, although the end of the term is more than 9 years away. He encouraged the Committee Members to review the article. 9) Solid Waste Diversion Rates/Goals GM Briltz provided information from the most recent diversion rates he received from Waste Management. Peter Cron from IWMA provided additional information on those diversion rates, and clarified that Templeton is not measured by what the waste hauler collects but by the community as a whole and the IWMA as a whole.
