Prepared by the City Clerk's Office 4 City Council Minutes October 8, 2024 ANNOUNCEMENTSICOMMITTEE REPORISICOUNCL REPORTS Mayor Khan Mayor Khan visited Seocho-gu, South Korea, a Sister City, to attend its annual Seoripul Festival and meet with Mayor Sung Soo Jun and his team. In addition, the City delegation met with the Mayor and Deputy Mayor of Kingston, England, and several Korean Congress members. The festival highlighted the importance of music and provided an opportunity for local organizations to showcase their work and resources; and included the world's largest sketch book, crafts for attendees, and an outdoor library full of books. The delegation also visited the Members of the public are invited to celebrate Halloween during the Monster Splash event on Saturday, October 26, at' William Woollett Jr. Aquatics Center. In addition to trick-or-treating around the pool decks, there will be a floating pumpkin patch and decorating station. Attendees will be able to take photos with spooky friends, tackle a chilling challenge with an inflatable obstacle course, or take a plunge in the heated pool. The first meeting is scheduled to be held virtually on Wednesday, October 23, at 6 p.m. The second meeting will take place on Thursday, October 24, at 10 a.m. at Las Lomas Community Center. Feedback gathered at these meetings will shape the City's Consolidated Plan, a comprehensive assessment of the City's short- and long-term housing and community development needs, including housing, homelessness, economic development, and public services, such as health and human service programs. Residents are encouraged to bring expired and unwanted medication to the Irvine Police Department or Hoag Health Center on Sand Canyon Avenue. Prepared by the City Clerk's Office 5 City Council Minutes October 8. 2024 Ballots for the November 5 General Municipal Election have been mailed to registered voters, and completed ballots can be returned by mail or at a secure Ballot Drop Box anywhere in Orange County. Voters will be able to casti their ballots at any Orange County Vote Center beginning Saturday, October 26. Three Vote Centers will open in Irvine on October 26, with an additional 12 Vote Centers opening on November 2. This is the City's first district-based election, and Irvine residents will notice some changes on their ballots with this transition. Voters in every district will have the opportunity to elect a Mayor for a two-year term. Voters in District 1 will elect a Councilmember for a two-year term. Voters in Districts 2,3, and 4 will elect a Councimember for a four-year term. Voters in Districts 5 and 6 will vote for a Councilmember to represent their district in November 2026. Until then, residents will continue to be represented by Councilmembers at-large. Councimember Kim Councimember Kim spoke in opposition to misogyny faced by women in On October 12 from 9 a.m. to 12 p.m., the Orange County Fire Authority will host an open house at four different fire stations in Irvine to provide an opportunity for members of the public to see how the fire stations operate and meet those who keep the City safe. Vice Mayor Agran Vice Mayor Agran expressed appreciation to the City staff and partners at PSQ Productions for their contributions and efforts that have resulted in the successful launch of Great Park Live. In a few months, Great Park Live has hosted over 25 events ranging from the Pacific Symphony to City-wide celebrations, including the Global Village Festival, and will begin featuring national touring artists later in the month. Councilmember Treseder Councimember Treseder provided a brief update on the Newport Bay Watershed Executive Committee, which tracks pollution levels going into the bay. Although targets for nitrogen and phosphorus pollution were met, urban areas showed pollution exceeding legally allowable levels, which is being addressed. The trend of nitrogen pollution that has washed into the bay steadily decreasing since 1994 has continued due toi the natural wateri treatment marsh ini the City. A recent survey by a UC Riverside laboratory noted that there are approximately 20 billion pieces of microplastics that go into the bay every year. Keri Bullock, Health & Wellness Officer, was City Council discussion included: inquiring about the entity responsible for disbursement of funds; questioned the verification of repair costs; inquired about whether the item had been reviewed by the Finance Commission; questioned the funding source for the proposed budget adjustment; inquired about receipt-based reimbursements versus one- time grants; questioned the rationale for not administering the program through Jamboree Housing or property management, inquired about additional staff costs; questioned the time period and duration of the program; suggested a progress report on program implementation at an upcoming meeting; and inquired about liability concerns as they relate to potential disputes between contractors and residents.
