SPECIAL PRESENTATIONS: None A. Small Business Development Center/Kosmont Associates South Monterey County Retail Study. Ap presentation by Paul Farmer SBDC COO and Robert (Bob)Valenti from the Kosmont Associates South Monterey County was given to City Council on options for King City. 6. PUBLIC COMMUNICATIONS: 7. COUNCIL COMMUNICATIONS: None Council Member Deleon stated he had nothing to report this evening. Mayor Pro Tem Victoria apologized for not being att the last meeting. He wasn'ta able to make it to Ciclovia, but he heard positive things abouti it, especially the teachers. Kudos to Public Works on graffiti removal at one of the parks. Dia de los Muertos and Day of the Farmworker is this Sunday after Church. Council Member Cullen stated Ciclovia was an awesome event. Salinas Valley Solid Waste Authority is canceled this month. He had a suggestion to the Police Department that they move the radar to Canal St. on the Hospital side because since Division St. is blocked people are speeding on Canal St. Mark your calendar Wednesday November 6th Mo. Co. Pops is coming to King City for a free concert. He will not be at the next City Council meeting as he is attending a conference. Matilda is being put on by Sol Treasures Council Member Avalos stated that on Travel.com King City was named one of the cutest small towns next this weekend. toal National Park. We will adjourn the meeting in his name this evening. Mayor LeBarre will be attending the FHL Community Meeting in Paso Robles on October 30th. Trunk or Treat is October 31st at the Fairground's. 8. CITYSTAFF REPORTS AND COMMENTS: City Manager Adams had nothing to report tonight. City Attorney Santos stated that the Sixth District Court of Appeals issued a decision ruling int the City's favor on all grounds in Grocery Outlet litigation. Among others, the Court made clear that it found "no merit" in the contentions that environmental regulations were noti followed and went sO far as to award costs to Best Development and the City. The decision clears the way for the Grocery Outlet store to proceed. He thanked staff for the help and. James Moose Grocery Outlets attorney and Shannon Chaffin. 9. CONSENT A. Consideration: Project Update on the San Antonio Drive/Broadway Street Bike Path and Safe Routes to Schools Improvements Project City Manager Adams introduced this item. City Engineer Hurtado further introduced this item. Molly Tremblay and Sean Houck Kimley-Horn furtheri introduced this item with a PowerPoint Council Member Deleon asked for clarification on trucks and buses being able to move through the roundabouts. It has been evaluated and it seems to work. Hei is also concerned about sidewalk improvements. City Engineer Hurtado: stated that we have additional funding to do curbs and gutters Council Member Cullen wanted to make sure we were accommodating the cemetery. Ms. Tremblay stated yes. He would like to see the stakeholder group Chamber of Commerce involved and the high school students when outreach is done. He would also like to see time calculations around 5p.m. Council Member Deleon would like to see the High School reached out to as they have plans inj place presentation. and sidewalks along Broadway. that directly affect Franciscan Way and Mildred Ave. Page2of4 KING CITY, CALIFORNIA CITY COUNCIL MEETING MINUTES OF OCTOBER: 22, 2024 Mayor LeBarre suggested that when the outreach meeting have something for children to do, food and Debbie Norman has been a resident since 1976. Her experience is that high school students are unique creatures. She suggested strongly spending a week at the King City High School during peak times of going and coming from school. They will walk right out without looking to see ifa car is present Lei Gallegos worked at the High School, and she is concerned about thei times going to school, lunchtime, and going home. She is representing King Cityi in Bloom, and they have concerns about this. Ag gentleman from 412 Windsor St. is concerned about speeding traffic which is close to the high school. Council Member DeLeon suggested that the crossing lights on Broadway at Canal be relocated to the two places on Mildred where High School wanted to put them. City Engineer Hurtado stated that lights Mayor LeBarre was concerned about MST buses and large motor homes as we want people to be able to get to the downtown. Simulations make sense he would like to see real time drone footage with the 3D simulation. He feels a stop light at Mildred would cause an issue. He would like to see another drink and provide in English and Spanish. sometimes on their cell phone. will go in on Pearl, Ellis/Mildred and 1st Street going to. Jayne. terminology for road diet because he doesn'ti feel iftranslates well. Council Member Cullen stated that Mondays are bad for meeting dates SO het feels that the Wednesday Ms. Tremblay stated that they have an online survey that willl be in English and Spanish that can be done City Engineer Hurtado stated that they are looking at using the Police Departments drone for footage.
