The Council continued the public hearing until the November 19, 2024 meeting. California American Water is addressing concerns broughtu up during the publiccomment: andisc communicating with the CityofMonrovia and Bradoaks Elementary School. It is recommended that the public hearing be 3. continued as open to the. January 21, 2025 regular meeting. AWARDOFCONTRACT-BRADBURY ROAD' WIDENINGP PROJECT 4. Staff has concluded the contract negotiations and found that the lowest, résponsive bid is from Commercial Paving & Coating, Inc. Itisrecommendedi that the City Council: 1) award a construction contract to Commercial Paving & Coating, Inc. in the amount of $487,301.75, 2) authorize an additional $48,730.18 (10% bid amount) for construction contingency, 3) authorize an additional appropriation of $40,000 for the installation of Oak Tree planting irrigation work, and 4) appropriate $392,127.93 from the General Fund. 5. AMERICAN WATER American Water presented plans to retire the Lemon Reservoir at the northeast corner of Lemon Avenue and Barranca Road, detailing the prolectsenvironmental assessment, noise mitigation, and community outreach efforts. CONTRACT NEGOTIATIONS UPDATE - BRADBURY ROAD WIDENING PROJECT Dave Gilbertson, City Engineer, provided an update on the Bradbury Road Widening Project, including negotiation status with two potential contractors. The council discussed budget considerations and project specifications. Councilmember Bruny made a motion to authorize negotiation of construction costs cap at $600,000 based on "estimates received." This motion was seconded by Mayor Pro Tem Hale and carried 3:1. Council Councilmember Lathrop opposed. Council asked that clarification of expenses to be supplied at a later date or at next meeting. The retirement and demolition are subject to a Conditional Use Permit. A Tentative Parcel Map has been submitted to split the property into two lots along with a Variance to allow for maximum eight-foot-tall perimeter walls and fences. To facilitate the sale of the new westerly lot, it is requested that the General Plan Land Use Designation of that lot be changed from Public Facilities to Agriculture/Estate Residential-One Acre, and that the zoning be changed from 'OS' Open Space to 'A-1' Agriculture Residential Estate, One Acre Minimum. Three resolutions and an ordinance have been drafted for these land use applications. At the October 15, 2024 Regular Meeting, the City Council opened the public hearing and accepted testimony from the applicant and several neighbors. Contract negotiations were started shortly thereafter with two other local contractors. At the October 15, 2024 City Council meeting, an update was giving on the status of the contract negotiations and a construction contract limit of up to $600,000 was authorized for further negotiations. City staff has concluded the contract negotiations and found that the lowest, responsive bid is from Commercial Paving & Coating Inc. in the amount of $487,301.75. Through the negotiations, staff has also identified additional irrigation work required for the Oak Tree planting that was not previously identified in the original estimates. Staff is recommending an Itis recommended that the City Council: 1) award a construction contract to Commercial Paving & Coating Inc. in the amount of $487,301.75, 2) authorize an additional $48,730.18 (10% bid amount) for construction contingency, 3) authorize an additional appropriation of $40,000.00 for the installation of the Oak Tree planting irrigation work, and 4) appropriate additional appropriation in the amount of $40,000.00 for this work. $392,127.93 from the General Fund. BACKGROUNDIANALYSIS Following the authorization of $600,000 for a construction contract limit for the Bradbury Road Widening Project at the October 15, 2024 City Council meeting, City staff finalized negotiations with Commercial Paving & Coating Inc. in the amount of $487,301.75. The FOR CITY COUNCIL AGENDA AGENDA ITEM # Award of Contract Bradbury Road Widening Project Page 2 of3 following modifications were made to the final Bid Schedule and are shown in red in the final Bid Schedule (Attachment 1): Revised Bid Item No. 12 description from "Remove and Salvage Existing Chain Link Fence Posts and Fabric" to "Remove Existing Chain Link Fence Posts and Fabric (28 Increased Bid Item No. 14 quantity from 10 total trees to be removed to 13 total trees Dovetail Lane)". tobe removed. Delete Bid Item No. 21 entirely. Addition of Bid Item No. 45, Surveying". During contract negotiations, concerns on the feasibility of the Oak Tree replacement planting on the existing hillside were expressed by multiple prospective bidders. To provide further feedback to the Contractors to complete their bids, staff met on-site with the Landscape Architect to review the existing hillside conditions. Although the site visit was primarily to provide feedback on planting feasibility, it also revealed the need for the installation of an irrigation system for the Oak Tree plantings. Additionally, while the primary location for the Oak Tree replacement planting was planned for the existing hillside, an alternative site in the Estates, designated in the CEQA document for replacement tree plantings, was considered in case the hillside could not accommodate all the replacement trees. This alternate location would also warrant a new. irrigation system for the new Oak Trees. The estimated $40,000.00 cost for the Oak Tree planting irrigation work includes costs for the msialationolimgationon both the existing hillside and the alternate location in the Estates as well as the installation of new irrigation meters, if required. The actual construction cost will be finalized once the final number of Oak Trees impacted by the project is finally determined and the final planting locations are finalized.
