A. Welcome and Call to Order Committee Chair Mac Morrow called the meeting to order at 10:00 a.m. and welcomed the team from KCI. Committee members, City Staff, and KCI representatives all introduced themselves. B. Certification of Quorum City Clerk Denise Hodsdon certified that a quorum was present. A Approval of Agenda Motion by Mr. Carson, seconded by Mr. Wise to approve the agenda as presented. The motion carried unanimously. KCI provided a Workshop Meeting Agenda (copy attached as Exhibit. A). Mr. Carson moved, seconded by Mr. Wise to approve the Workshop Meeting Agenda. The motion carried unanimously. D. Approval ofl Minutes - August 7, 2024 Meeting Motion by Mr. Wise, seconded by Mr. Carson to approve the minutes of the August7, 2024 meeting as presented. The motion carried unanimously. E. KCI- Wastewater Treatment Plant Preliminary Engineering Report Project David DePratter ofl KCI facilitated the meeting with input from the KCI Team Members and feedback from City Staff. A copy of KCI's presentation is filed with the minutes. A copy of the Workshop Meeting Minutes prepared by KCI is attached as Kickoff Exhibit B. F. Public Comment with grant funds. G. Set Date for Next Meeting Harvey Sankey commented that hopefully the WWTP project could be fully funded The next regular meeting oft the Public Works & Utilities Committee was scheduled for Wednesday, October 2, 2024 at 3:30 p.m. H. Potential for growth along proposed Ecusta Trail Brevard College has prepared ai Masterplan City would like to bring City and County planners as well as developers in for a meeting to The City anticipates the County's Masterplan will focus on the corridor between Brevard and Rosman, but the larger growth corridor is anticipated between the City and Mills River and The County Masterplan is in progress but likely won't be complete in the next six weeks, so basin study and flow projections may need tol be adjusted at a later date. Citywould like to explore funding options especially those that are grant funded. PER is scheduled to be completed in May of 2025 with periodic meetings between now and then. Next scheduled meeting willl be to discuss the basin study and flow projections. KCI to have basin study and flow projections done in 6 weeks and will: schedule at follow-up Hendersonville. Additional Funding Discussion Schedule meeting to discuss. 2. Alternate Plant Locations Potential locations owned or already identified by the City. No existing properties for potential plant site identified other than Ecusta Mill site. Ecusta Mill - has its own NDPES permit (NC0000078) and is currently treating landfill leachate, stormwater runoff and dewatering wastewater. The current permit indicates that the facility classification isa a Grade 1E Biological WPCS with no flow limits and is owned and operated by the Davidson River Village, LLC. Emplayee-Ovned. Regionalization September: 3, 2024 - PER KickoffMeeting' Workshop Potentialstakeholders Transylvania Economic Alliance Transylvania County Town of Rosman 1.N McGill working on Utility Master Plan with the County City does not want to give up control of treatment plant under any circumstances. Concerns over providing sewer service to customers outside of Cityl limits. 4. Input from Operations and Maintenance Staff City would like a new lab building Would like Tertiary Filtration added to the system Flow issues storage. Equipment issues Neely Pump station supplies 70% of the flow to the plant and is directly pumped to the EQI Basin Odor Control System. Odori issues have become an issue since flows from Oskar Blues has been Wet Weather Program has been implemented and a study is ongoing. EQ Basin cannot be fully drained due to hydraulic issues with pumps. Only have 1.5 days of Draw down pump need' VFDs to slow down flow introduced to plant. Grit removal system is undersized andi is not effective and needs to be updated. Operators want to get away from static screening and have screening prior to the EQI basin. Operators would like additional sludge holding, additionally they have no back up press or Plant has to run presses 5 days a week. Issues with new PAC coagulant causing feedrate issues to BFP. Previously could run at 230 gpm but down to 60-70 gpm. Costs ofl landfilling dewatered biosolids has become an operational issue. Potential to look ato combing efforts with Oskar Blues. Currently paying $55/ton. Getting replacement parts are ani issue and would like this to be addressed in the specifications for any proposed equipment. 5. Initial Design Concepts Considered Aux. Wet Weather Treatment (Aqua- Storm). Activated Sludge -2 2.5-5MGD Sequencing Batch Reactor (SBR)-2.5-5MGD Aerobic granularsludge AquaNereda)-S10MGD holding tank. 6.
