Last month you heard the compilation of thousands of hours of work by the United Sovereign Americans highly qualified and credentialed volunteer data team from North Carolina as well as across the country. The findings were 1,122,761 ineligible or uncertain registration violations as defined by the National Voter Registration Act of 1993. Those were found within the North Carolina State voter rolls. 579,496 votes were cast by ineligible or uncertain registrants as defined by the US Constitution Fourteenth Amendment Section Two during the NC 2022 general election. 392 more votes counted than voters who actually voted in the 2022 general election. 513,987 apparent voter violations in excess of the legal standard of system accuracy for a valid Federal election by Federal Law and that is the Help America Vote Act of 2002. The maximum allowable system errors for the 2022 general election in the state of North Carolina was thirty not 513,987 violations. Large numbers of Americans including many right here in NC have questions about the trustworthiness of our elections. It think we can all agree that we wish that this was not the case, but official data shows these concerns were valid and the law says resolving them is essential. With regard to our election processes, how do any of you know how well our election process is working? Have you actually researched the vulnerabilities? Do you believe that there could be actors looking to exploit the vulnerabilities? Have you listened to the experts other than those who march in circle of government? Are you relying on the closed looped system or attorneys to tell you how to handle the business of the people? Here are some things that I want you to consider when implementing the use of voting computers in Carteret County. First, they do have security vulnerabilities. It has been proven that if plugged into the wall, a computer can be accessed and manipulated. The cost is high to operate and maintain. There are administrative and logistical challenges related to the voting computers. There is a lack of transparency with regard to using the voter computers. There are unaccountable 3rd parties with unconstitutional control of the peoples most important aspect of our Republic, and that is the vote. We are beyond the point of no return regarding the 2024 election process. So, lask all citizens to get out and vote within whatever system is available to us. However, I propose that Carteret County Votes Count will pay for a 100% hand eye recount for every race in Carteret County following the 2024 election. The County will not pay a dime. We will coordinate with the Board of Elections to do the recount. This will be more of a untedforfreedom.com. Thank you for your time. deterrent if someone is looking to play games with our elections. VI. Public Hearing: Request to Amend a Conditional Zoning Site Plan on a 12.00-acre Property Located at 1671 Highway 101, Beaufort (PIN# 730803027005000) 234 Mr. Gene Foxworth stated Mr. Johner is requesting to amend his conditional site plan for the 12- acre property that he owns at 1671 Highway 101. Currently, the property is occupied by Carteret Marine Services. It is bordered by Carteret Boat Storage to the north, single family dwellings to the south and east, and undeveloped land to the west. It is also bordered by B-1 zoning to the north, R-15M to the south and east, and R-20 to the west. This site plan specifically allows Carteret Marine Services to add an addition of a fruit and vegetable stand, overflow parking, and expand their office building there. The Planning Commission met on July 8, 2024 and unanimously recommended denial of this request. I want to quantify that a little bit. The reason they recommended denial was that he did not meet all of the conditions of his previous site plan. Additionally, he had a fuel business that was operating there that was not a permitted business. He has removed the fuel business at this point, and the staff went back out and looked at this. It now Commissioner Wheatly asked if the applicant should go back to the Planning Board. Mr. Foxworth Commissioner Chadwick stated that would take another 30 days and another 30 days to come back Commissioner Cavanaugh asked if the applicant was in compliance now. Mr. Foxworth responded Commissioner Chadwick asked sO, he wants to add onto the existing metal building along Highway 101. Mr. Foxworth responded yes, sir. Commissioner Chadwick then asked if the current buffers were all in place. Mr. Foxworth replied yes and it meets requirements. Commissioner Chadwick then asked Mr. Foxworth if he feels that since he has done away with the fuel part and meets all of his requirements that it will now most likely be favorable for the Planning Board. Mr. Foxworth replied that he does think it would be favorable at this time, but he can't speak for them. Commissioner Cavanaugh stated he would be happier if they ran this back through the Planning meets the conditions of the former site plan. replied that he can. here, correct. Mr. Foxworth replied that was correct. yes, sir. Staff went out and looked at it, he is in compliance. Board again before it came to us for a final vote. Commissioner Quinn stated he agreed with Commissioner Cavanaugh. Commissioner Chadwick made a motion to open the public hearing. Seconded by Commissioner Mr. Jimmy Johner, 123 Queen Anne's Lane, Beaufort, I am the owner of Carteret Marine with my brother Chris. We own the subject property on Highway 101. We started the business in 2017 and over the last several years have grown. significantly. We currently provide over 30 full-time jobs to local families in Carteret County. We are here to get your support to modify the site plan by adding that 50x50 building on the back side of our existing shop. This expansion is crucial for us as it will enable us to broaden our scope of services and most importantly create an additional 5-10 permanent welding positions. The growth will not only benefit our company but also the local economy by providing more job opportunities locally. As requested, and required by the county, additional landscape screening was added. Also the tanker truck that was being used on the property has been removed. Beyond our business operations, Carteret Marine has also committed tog giving back to our local community. We regularly donate to local events and charities throughout the county. We play an active role in preserving and revitalizing our local waterways by completing town, county, state, and federal projects. In summary, what I am trying to get done today is not go back to the Planning Board and try to figure out how we can add a 50x50 shop. We have been Wheatly. The vote was unanimous. 235 trying to get this approved about four months now. Ifeel as though adding that shop is a big part of the company and moving forward with it will be al huge benefit to us and everyone who works for us. Commissioner Cavanaugh stated he is confident that this request will be approved at some point. You are doing good by following the procedure and going through the Boards and having the whole process vetted. The Planning Board denied it because you didn't meet all of the conditions, and I think it is just right that they certify that you are in compliance now. lappreciate your hard work. I appreciate you providing all of those jobs and wanting to expand your business. We are here to Commissioner Wheatly asked Mr. Foxworth are you 100% sure that the only objection to the applicant's plan was the fuel truck. Mr. Foxworth replied no, sir. The Planning Commission had an issue with the fuel truck that was onsite. that was not a permitted use, and the second was he did not meet the conditions of the original site plan with his vegetative screen as a buffer. Commissioner Wheatly then asked if the vegetative buffer has been put in place. Mr. Foxworth said ithas. Commissioner Wheatly continued, sO now the only outstanding objection would be the fuel truck which has already been removed. Mr. Foxworth replied that the fuel truck is now gone. Commissioner Wheatly said sO you know of no further objections. Mr. Foxworth stated he is not Commissioner Chadwick asked what would happen if the fuel truck came back. Mr. Foxworth said Commissioner Chadwick said he is in line with the amendment to the conditional site plan and save him 60-90 days to get this approved. These are two young guys creating jobs in the county. The American dream sO to speak, they started off with two employees now he has 30. Pollock, II, 1625 Highway 101, stated you guys don't know the history of this. Ihave been to every Planning Board meeting concerning this. This land was all residential zoning until Mr. Johner decided to buy that property and develop it. The applicant's original plan was to have an area where he could park boat trailers and a little building sO that he can work on those trailers from time to time. Well, that sounded reasonable to most people but there was no discussion of sandblasting, loud banging, and as time went on it became storage for not only boat trailers but flowers. So, just to stay in compliance, we put this on the site plan. 236 motorhomes. One of the Planning Commission members stated it was virtually a junkyard there. We don't like to live next door to a junkyard. It is an eyesore. The applicants history is to tell you one thing then do another. He has not complied with the Zoning Board before because he didn't want to. They made him, sO he did. Now he wants to add on to this building so that there will be more employees. It has become a big business. Now it is a noisy business. lam opposed to this. He has not been honest with the Planning Board, and he is not being honest with you. His plans are to continue to expand. and do what he wants to do. He challenged the Planning Board to tell Commissioner Wheatly asked Mr. Johner what his hours of operation are. Mr. Johner replied we work from 7AM to 4PM Monday through Friday. Commissioner Wheatly said Mr. Pollock with all due respect, I support a person growing his business. He is just like me. Commissioner Wheatly made a motion to go out of public hearing. Seconded by Commissioner Commissioner Cavanaugh made a motion to deny the request to amend the conditional site plan pending that this go back to the Planning Board for review. There was no second. The motion did Commissioner Wheatly made a motion to approve the amendment to the conditional site plan. Seconded by Commissioner Chadwick. The vote was 5-1 to approve. The Commissioners worked together to state that case number 2024-000043 is consistent with the goals and objectives of the CAMA Land Use Plan because the subject property is now in compliance of it's conditional zoning requirements by removing the fuel truck and installing a vegetation buffer. He was a very good Mayor in spite of being a yellow dog Democrat. He was a good friend of mine.
