Jonathan Williams Mayor Pro Tempore Patti Secreast Alderman Steve Miller Alderwoman Erin Moody Alderman Andrew Howe Alderwoman Patricia Sledge Also present were: Town Manager Peter Franzese, Town Clerk Anna Kanode Ward, Public Works Director Joel Taylor, Police Chief Michael File, Fire Chief Michael Lanning, and Planning & Zoning Administrator Steve Mayor Williams called the meeting to order, gave thei invocation, and led the Pledge of Allegiance. Alderman Rashid Muhammad entered the Board Room at 5:32 p.m. PUBLICHEARING-Proposed Text Amendment to the Town of Spencer Development Ordinance Article 11, Table 11.1 Regulating Buffers, Specifically Correcting a Typographical Error Misidentifying Zoning Planning & Zoning Administrator Blount gave a presentation regarding the proposed text amendment to the Town of Spencer Development Ordinance Article 11, Table 11.1 regulating buffers, specifically correcting a typographical error misidentifying zoning classification C-29 as C-74 and answered questions from the The Town's Development Ordinance is used by staff, development professionals, and citizens in many zoning, subdivision, and property development activities. To protect residential properties from noise, light and traffic nuisances, Article 11 of that ordinance requires vegetative and/or screening buffers be installed during development for nonresidential uses. Table 11.1 in that section of the development ordinance specifies what type of buffer will be required between a variety of different zoning classifications. During the drafting of thel Development Ordinance in 2021, some typographical errors were made, which is not unusual as much of the base language of the document is used repeatedly byt the consultants assisting the Town in drafting this document. One error that has recently been found is in Table 11.1, wherein four places, azoningclassificationt is identified as "C-74,"whichi is not one of our adopted zoning classifications. Another error isi found in 8.4-8 (E)1&2, where US Highway 74 and C-74 are mentioned several times. After Classification C-29 as C-74 Mayor and Board. review, staff has determined that in these instances, the intent was to identify these as "US Highway 29," which is actually located in Spencer, and' "C-29,"which is one of our zoning classifications. Staff recommends that Table 11.1 be revised, changing the four references to "C-74"to" "C-29." Building placement, parking placement, building type, urban form, access, and lot arrangement shall be controlled by the lot and building type standards (Article 9)1 for the lot and building types listed in the USI Highwayi 74 29 Commercial (C-74 29) District. PUBLIC HEARING - Proposed Adoption of Official Zoning Map Showing AlL Zoning and Annexation Planning & Zoning Administrator Blount gave a presentation regarding the proposed adoption of an official zoning map showing all zoning and annexation changes that have taken place since the map was adopted Changes That Have Taken Place Since the Map was Adopted on April 12, 2021 on April 12, 2021, and answered questions from the Mayor and Board. Mayor Williams opened the public hearing. Being no one present wishing to speak, Mayor Willams called for a motion to close the public hearing oni the proposed adoption of an official zoning map showing all zoning and annexation changes that have taken place since the map was adopted on April 12, 2021.
