A proclamation was presented to the Commissioners for their signatures which would "encourage our citizens to acknowledge and celebrate 4-Hj forit's valuable service and continued efforts to empower  youth with aj foundation of success for a lifetime." "  Motion by Commissioner Ulsh to proclaim March 12-18, 2023 as "PENNYSLVANIA 4-H WEEK" in Motion by Commissioner Ulsh to enter into Executive Session with EMA/911 Director Brian Barton  Fulton County. All in favor.  at 8:45 a.m. for Personnel Matters. All ini favor. Motion to exit Executive Session at 8:50 a.m. Allinf favor.  Motion by Commissioner Shives to hire Andrea Sprow for the 911 Dispatch Per Diem position,  effective March 14, 2023. All in favor. Al brief Salary Board meeting was held.    180  Commissioners met with Mike Lamb, Wessel and Co. to discuss and approve an advance partial ARC Motion by Commissioner Shives to approve an advance partial ARC (Annual Required Contribution) payment ini the amount of $200,000 towards the retirement fund for 2023. All ini favor. Commissioners met with CDBG Coordinator and Elections Director Patti Hess to review CDBG Motion by Commissioner Shives authorizing Commissioner Ulsh to sign the original "Notice to Proceed" to Kee-ta Quay Construction, LLC for the McConnellsburg Curb Cuts Phase 2 CDBG Project.  (Annual Required Contribution) payment towards the retirement fund 2023.  documents. Hess gave an update on election matters.  All in favor.  Commissioner Ulsh departed the meeting at 10:30 a.m.  Commissioners met with Kristin Faust with the Governor's Office for a meet and greet. Faust stated Motion by Commissioner Shives to approve the updated "Parking Lot Agreement", effective March 14, 2023 between CCA and the county for 16 parking spaces along the southern side of the 12 foot public alley, that separates the two properties, and running in a general East West direction from North Second Street to North Third Street, at $2,000 per year, paid in quarterly payments by CCA. Commissioners signed a Wessel and Co. Invoice and a statement for supplies used on the Shelly  she is working with other counties fort the good of Pennsylvania.  All in favor. Witter building.
