MINUTES BROOKVILLE BOROUGH COUNCIL MEETING Tuesday, September 3, 2024 @ 7:00 P.M. The Brookville Borough Council met in the large conference room on Tuesday, September 3, 2024 at 7:00 P.M. with the following in attendance: COUNCIL MEMBERS Mayor Richard Beck Phil Hynes Karen Allgeier Randy Bartley Rick Park David Taylor Lucy Ames Sarah Gallagher CALL TO ORDER: Allegiance to the American Flag. Motion carried 7-0. FINANCIAL REPORTS: Karen Allgeier moved to approve the minutes oft the. August 6th meeting as submitted; seconded by A. Approval of Expenditures - David Taylor moved to approve the accounts payable as submitted; seconded by Randy Bartley. Motion carried 7-0. B. Fund Level Financial Statements - No movement on this. PUBLIC COMMENT: A. Kelly Culbertson - Cook Forest Conservatory: HWA (Hemlock woolly adelgid) is killing a lot oftrees. She is having a treatment demo on 9/25/24 @ 5:30 at the Depot Spur entrance. She is willing to loan out injectors to home owners for Hemlock treatment. Council moved to allow her to treat trees on the trail. Kelly is willing to start up a tree planting project or help fund/plant trees with an existing project. Kelly/Shade Tree looking into grant money for treatment of] HWA. Also talked about knotweed; she has 2 backpack sprayers she's willing to loan out. Jonathan says they are working on the knotweed problem. Kelly is also willing to buy more backpack sprayers ifneeded. Rick would like a form to send to residents giving them a warning about overgrown brush, giving them 30 days to take care ofit before the borough does. REPORTS: ChiefofPolice A. Statistics - August had 132 service calls, 105 citations, 96 warnings, 15 felonies, 18 misdemeanors, 2 drug arrests, 2 summary arrests. SROs did 4 programs at the high school: suicide prevention, school safety, weapons in school, and traffic safety that was for grades 7-12. C. Oualifications and Courses Officer Stormer went to a 3 day weights and measures class to get B. Officer of the Month - Officer Hollobaugh ready for 180: reroutes. Fire Chief- Absent Public Works - Jonathan stated they were working on flood control. Code Enforcement = 5junk vehicles, 3 garbage, 61 tall grass, 14 citations subdivision was approved 7-0, Karen moved, Randy seconded. Zoning Officer - McKnight subdivision was approved 7-0, Karen moved, Randy seconded. Dietrich Committee Reports A. Property Committee 1. Old Church Property - Passing the "buck" to Dana to discuss a lease agreement. 2. Residential Local Economic Revitalization Tax Assistance (LERTA)- Committee agreed to a 7 year tax break. School District and County would like to see a more detailed 1. They reviewed the street light fund, fire fund and library fund. They'll meet at the end of September to review the general fund. They are looking to revise Ordinance 1084 which is the contract for the tax collector, who hasn't had a raise since 2014. The committee is looking to increase the pay and will have solid numbers at the next Boro meeting. proposal. B. Finance Committee Solicitor - No Report Borough Manager A. Roof] Bids - Dana Rooney read the bids: J.M.Young & Son, Inc: $136.900.00, TRS Roofing Inc.: $144,000.00, and Mid-State Roofing & Coating, Inc.: $157.262.00. Randy Bartley moved Karen Allgeier seconded J.M.Young & Son gets the bid. Moved 7-0. B. Elevator Bids Dana Rooney read the bids: Right Elevator: $99,700.00, Eastern Elevator Service & Sales Co: $110,124.30 upgrade +$4,024.18, Lins Elevator Service, Inc.: $114,274.67 upgrade +$27,472.92. Karen Allgeier moved Randy Bartley seconded Right 2024Trickor-Treat Is set to coincide with Haunted Brookville Oct. 26th from 4-6:30 pm. D. Borough Pension MMO for 2025 - approved, Dave motioned, Karen second. Motion 7-0 E. Police Pension MMO for 2025 - approved, Dave motioned, Randy second. Motion 7-0 F. Executive Session - Personnel - Manager Dana Rooney requested an executive session fora personnel matter with action expected. President Phil Hynes stated they will hold the G. Holiday Parking Civic Club offered to pay for free parking starting on Black Friday. Karen asked for a poll to be put out on Facebook asking the locals if the free parking helps. Elevator gets the bid. Moved 7-0. Randy moved, Karen second. Motion 7-0 executive session until the end of the meeting. Dana stated she would put it on Facebook. UNFINISHED BUSINESS: Junior Council - Karen said they had some candidates in mind and will be setting up appointments with them ini the next week or sO to inform them of what it'll be like and talk to the parents NEW BUSINESS: Tree canopies - Lucy brought up the trees in the area are getting quite large and creating canopies that are damaging the outside of the boro trucks. She questioned ift there was anything the boro can do; Dana said that if they are in the right-of-way the boro can trim. She also pointed out that they can use their liquid fuel funds for trimming the trees. Will have to give notice to resident before trimming. ELECTED OFFICIALS' COMMENTS: A. President Phil Hynes - He is going to Clarion University (Gemmell Hall) for a greenway and trails seminar for western PA for the Redbank Valley Association. As they are trying to brand Brookville as a trial town. Jonathan noted that the I80 project had started and the trails B. Second Vice-President Randy Bartley - Commends Rick for bringing Shade Tree back to life and working with Kelly as she is very knowledgeable. EXECUTIVE SESSION: Council entered an executive session at 8:06 pm for a personnel matter with action expected. Executive session ended at 8:16 pm with action taken. Karen motioned, Dave second to hire Jennifer Burdett retroactive to August 29th. Motion 7-0. Karen motioned, Lucy second to hire Joseph Mansfield as part time police officer effective immediately.
