MUNCY BOROUGH COUNCIL  MINUTES October 1,2 2024  The meeting oft the Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:301 P.M. by President Scott Delany. The Pledge of Allegiance followed and aj moment ofs silence for Armed Forces, First Responders and Front- Line workers. Council. Members present: President Scott Delany, Dick, Sutton, Thad. Martin, Steve Shank and George Henry. Bill Scott and Ryan Scruggs were absent. Mayor. Jon Ort was also absent and Staff Present: Boro. Manager C. Hall, Police Chief-JDorman, Sereny/lresurer-Katie Guest: Wayne Wolfgang, Donna Sutton, Chip Gottschall, Alicia Myers, Logan Laidacker, Linda  Solicitor Chris Kenyon was on the phone.  Hakes  Stein and Pharron Banghart. Guest Participation - None the motion. Motion Carried. motion. Motion carried.  Minutes: Dick Sutton made a motion to accept the September 3, 2024 minutes. George Henry 2nd Dick Sutton made ai motion to accept the September 19, 2024 minutes. George Henry 2nd the Dick Sutton made a motion to accept the check disbursements and bank balances. Thad Martin  2nd the motion. Motion carried. New Business:  Thad made ai motion to accept Lycoming County Library System Story Mobile MOU. Steve Dick Sutton made a motion for disposition ofi retiring police vehicle. Steve Shank 2nd the motion. Thad Martin made a motion to designate Charley Hall to attend the PSAB Fall Conference. Dick Dick Sutton made ai motion to accept a consulting service agreement with Gerald Kriner in assisting Charley with the Local Share. Account Grant. George Henry 2nd the motion. Motion  Shank 2nd the motion. Motion carried.  Motion carried  Sutton 2nd the motion. Motion carried.  carried.    Downtown Muncy INC asked ifcouncil would designate a representative from Council to attend their meetings. George Henry suggested that Downtown Muncy INC come to council meetings if they ever need a council member to attend one oft their meetings. Otherwise, nobody feels it necessary for a Council member to attend their monthly meetings on a regular basis. Steve Shank made ai motion for Council to go into an executive session to discuss the amending ofthe borough manager contract at 6:55pm. Dick Sutton 2nd the motion. After reconvening at 7:10pm, Dick Sutton made ai motion to amend the borough managers contract from bi-weekly salary to aj per hour rate toi not exceed 601 hours every 2 weeks. Thad Martin 2nd the motion. Dick Sutton made a motion to approve the 2025-2027 Police Contract. George Henry 2nd the  Motion carried  motion. Motion carried. Reports:  Charley updated council on the library land swap. Property Maint. Committee met with MKR designs to get some rough estimates on upgrading the existing borough building, constructing a new. Borough office on the N Washington lot and ai new maintenance building on Old Glade Run property, and constructing a building housing both the streets department and borough offices on Solicitor Chris Kenyon provided an update on the annexation oft the Old Glade Run property Alicia Myers, from the Muncy Shade Tree Commission, updated council on an incident with tree  Old Glade property.  filed the necessary paperwork with the County.  trimming that occurred.
