Felton Borough, York County - Council Meeting Monday, October 7,2024 Meeting Date and' Time: Monday, October 7, 2024 6:30 pm at the Felton Borough Office located at 88 Council Members present: Gary Martin, Mary Lader, James Vergos, Mike McPherson, Sherry Arnold, Main Street, Felton Pa. Zac Klock, and Mayor Bryan McManus Council Members Absent: John Trout Other present: Chad Arnold of Alliance Fire & Rescue, Ed Cuthie and Secretary Joy Flinchbaugh. Gary Martin opened the meeting with the pledge allegiance to the flag at 6:30 pm. Approval of Minutes: A motion to approve the September 16th meeting minutes was made by James Approval of Treasurer's Report: A motion to approve the treasurer's report with the following additions: GF: Klugh Animal Control $50, Met-Ed office $47.67, Gazebo $24.26, Pavilion $25.34, W. Craig Adams Multi Modal Grant $94,653.00, Knapers Stop & Go $134.00 was made by Mary and 2nd by Zac. The motion passed without opposition. Joy pointed out that she updated the Treasurer's bond to reflect the larger amount the borough has in the accounts versus what it was when the bond was and 2nd by Mary. Public Comment: Ed Cuthie mentioned the speeding on High Street again. Alliance Fire and Rescue - Chad Arnold There was at total of 82 calls in September of which 1 was in the borough. There was at total of233 calls in the 3td quarter of this year of which 2 were in the borough. They are gearing up for upcoming Halloween Celebrations in the municipalities they serve Craft show in Sept had a lower attendance than previously but was still a good event. Gun Raffle was a success. 361 people attended the event and they sold 943 tickets. They were able to get $14,000 worth of prizes donated this year. The committee is working on the profit 2Grants have been received: Firehouse Subs grant for $20,625 and a SAFER Grant from FEMA int the amount of $285,000.00 which can only be used for recruitment and retention. They are working to get reports on the donations that come in from Felton Borough so the council can decide ifal Fire Tax would bel benefiçial to the fire company. So far this year, 9713 fundraiser requests have gone out and $11,000 has come in in donations. Itis up to the borough whether fundraising can continue in the borough ifa fire tax would be put in place. Right now, North Hopewell has a fire tax and does not allow them to fundraise. Church Lane- - Byron and Joy had a meeting with the neighbors and will prepare a revised plan. Contract for Police Services - It is our understanding that Borough Council will discuss the Agreement from the North Hopewell Township Police Department. We are ready to review the Right to Know Law Policy Determination Update - The Office of Open Records recently issued a determination allowing the denial of records because the agency involved had a written policy advising requestors that verbal and anonymous requests would be denied. Please advise if you would like us to update your policy toj prohibit anonymous verbal requests. Collection Report - The report was reviewed by the council. A motion to approve the request for payment to be send to the YCPC was made by Penn Dot Multimodal Grant Award Water Street & Moore Lane = W. Craig Adams must finish] Moore Laneyet. There were questions on1 the edging at thel high areas and some driveways. Joy will check with Byron on those issues. The pay request for $94,653.00 will be paid by the Covid 19 ARPA Grant Red Lion Ave Stormwater the PNDI has been approved and Byron said the Penn Dot permit will be submitted this week. Penn Dot will be awarding the paving contract for Felton Road/Red! Lion Avenue in November with a completion date ofJulyo of2025. The borough will work on making sure our stormwater portion is completed before their paving Local Share Account Statewide Grant 2023 for Church Lane - Byron and Joy met with residents directly affected by the project and they are all aware of what the process will be going Local Share Category 4 2024- -J Joy Submitted a grant application for Main Street Stormwater Replacement and Parking at the Borough Playground. Street Sweeping - Brett of York Sweeping Company said that the borough would pay $190 per month for York Sweeping to sweep one time per month, $350 a quarter to street sweep 1 time each quarter or $495 to street sweep 1 time per year. The council would like to know what it would cost if they wanted it tol be done 2 months. Joy will check back with Brett. Gazebo Lights The lights at the gazebo are still not working and Kim is asking for some Solicitation - samples from other municipalities- nothing yet. help figuring out the problem. Klugh Animal Control Services Contract: for 2025- A motion to approve the 2025 Animal Control Contract with Klugh Animal Control Services was made by Mary and 2nd by Sherry. SPCA working committee Joy provided the council with information on the SPCA and the financial issues they are facing. Joy has attended the meetings with the SPCA and the York County Managers Association. SPCA is looking to have a working committee with some municipal representatives and Joy may be on that committee. There will be increases coming but this committee is being formed tol help work through that process together. Ambulance report-There were 2 calls int the borough in September and both were handled. Office Painting Quotes: Joy got 2 quotes for painting in the office for the budget for 2025. At the budget meeting it was thought to do it this year since no money from that budget line has been used. The following quotes were received to paint the walls, trim and interior and exterior doors but excluding the ceiling: Mary Patterson $2,920.00 and Lemonade Services $1,917.85. The council would like to have the ceiling done too and Mary will provide a company to give a 3rd quote. A motion to allow Joy to proceed with the painting if the estimate is not over $2,500 was made by. James and 2nd by Mary. Themotion passed without Speed bumps - since Water Street has been paved it has become another area for speeding. Joy has asked Byron to get a quote from W. Craig Adams to install speed bumps on Water Estimated Liquid Fuels allotment for 2025 - The estimated allotment for 2025 is $17,261.74 and is slightly down from this year's. We will continue to see a decrease due to North Hopewell Police - there was a discussion on the possibly of contracting with NH Police department. The borough would be able toj pay for this service out oft the savings that the borough has accumulated. This would be a 2-year contract to see. how it works out. She willl be working for Pennell Servicesl handling some administrative work. Shel has receivedo confirmation from Jeff Rehmeyer that there is no conflict of interest because Joy does not have a vote in the awarding of projects.
