MANAGER'S REPORT Joyce & the Manager met with the with the Sylvan Heritage Council (SHC) on 10/17/24 to discuss On 10/18/24 wel had a safety meeting with all oft the Borough Crew, Office & Police Departments to discuss not only safety, but reviewed portions ofthe Borough Employee Manual regarding dealing with Joyce &the Manager had a closeout meeting with the PA State. Auditors, regarding the PMRS pension potential projects to enhance the downtown. the public, documenting issues, etc. plans. The Borough & MCA had the "Kick-off" meeting for the new billing software. On 10/25/24 review software for tracking and managing projects. On 10/31/24, we had our closing on 26 Wood St Status, with our Solicitor and the property owners. The On 10/22/24 we were notified that the Emporium Borough was NOT approved for the Local Shares Account (LSA) for $759,000. In reviewing the approved projects there where $1.4 Billion in applications, $520,000 million approved, with half ofthose for school districts. In short it in reviewing the list there were several similar projects approved; therefore, we plan to resubmit the application. next step is working with the County to have CDBG funds to demo the property. 3B Borough Property are still available for open bid and negotiation. 8. CORRESPONDENCE None 9. UNFINISHED BUSINESS None 10. NEW BUSINESS Local Shares Account (LSA) grant application & resolution. As stated in the Managers Report our 2023 application was NOT approved. However, wel have already obtained new costs estimates from PennDOT to resubmit the LSA application. Wej plan to revamp the narrative to make the project more competitive. We are NOT including the $35k ofs signage which will reduce the request amount. Additionally, we. have already been approved for the ADA Curb project at Popular & 4th Streets sO those were also removed. The: new estimates forj just milling and paving are $780,342.50 which MAY be too high ofai request. Therefore, Josh and I have requested a second estimate for severely deteriorated streets, which should bei in the $400k to $500k request. Therefore, recommend passing a Resolution 2024-06 to apply for LSA funds requesting ai maximum of$780,342. 50. ACTTON REO'D Motion to approve the application and Resolution 2024-06 as presented. 11.
