The following appointed officials were present: M. Foote, Borough Manager; D. Biondo, Borough Solicitor; D. Lane, Police Lieutenant; P. Vietmeier, Code Public Notice: Ms. Kovach announced that council met in executive session this evening at 6:00 pm for the purpose ofcollecting information or educating agency members about an issue. Public Comment - Agenda Items: Ms. Kovach opened the public comment for agenda items. Bryan Gigliotti, Poplar Avenue asked how long the Yard Waste Collection Program would continue for 2024 since grass grows quickly in September/October. Mr. Foote will address this in Official. the administration report. The public comment section was closed. Minutes: The minutes ofthe. July 8, 2024 council meeting werej presented. Mr. Brannon: motioned Administration: Mr. Foote reported that 680 pounds of yard waste were collected on. July 20th from eleven residences for the first Yard Waste Collection Program. This is aj pilot program for this summer, and council may consider continuing the program for the 2025 budget. This is a four-month program from July to October. The leafcollection program begins with five dates in Ms. Shartle motioned to approve the Separation Agreement dated July 17,2024 related to Ms. Shartle motioned to authorize ChiefTruver to make a conditional offer to Thomas Celli and Christopher Rhoads for the position of police officer pending fulfilling all civil service and pre- employment screening requirements with an anticipated start date of August 19, 2024 at a pay rate in compliance with the Police Collective Bargaining Agreement. Mr. Oates seconded; all in Bid Openings, Contracts, and Resolutions: Ms. Kovach presented Resolution #755 authorizing the borough manager to submit ai multimodal transportation fund grant of $272,720.00 from the Commonwealth Financing Authority to be used for the Smith Road Fiberglass Pedestrian Bridge. Mr. Foote noted that this is staff's continued work to obtain funding for the pedestrian bridge. An LSA grant application was previously submitted for this project. The project fits well within the parameters for a multimodal transportation fund grant. to approve the minutes. Mr. Seiler seconded; all in favor; motion carried. November. Mr. Seiler seconded; all in favor; motion carried. Council Committee Reports Community EngagementEyents - Mr. Brannon and Mr. Emph attended ai meeting with the Willow Wonderland committee. Many good ideas are planned for this event, and iti is an exciting idea for vendors in the downtown area. Ms. Kovach added that the committee is comprised ofa group of downtown business owners and interested parties that want to see events in the downtown area and would like to coordinate with the fire department for Light Up Night weekend. Willow Wonderland would be Saturday with Light Up Night on Sunday. Mr. Brannon announced that the CSVFD Carnival and Car Raffle will be held this week, July Finance- - Ms. Kovach and Mr. Swisher reviewed the check registers for July 12th and 19th. Mr. Seiler questioned. an expenditure for labor counsel services. Mr. Foote explained that the costs were incurred by the borough'sl labor counsel due to an FMLA claim, pension discussions, and preparation for the police unit negotiations for the collective bargaining contract. Mr. Oates motioned to authorize the payment of all outstanding bills and invoices. Mr. Seiler seconded; all HR/PersonnelPolicy - Ms. Kovach presented two resolutions regarding decorum and policies for public meetings. Mr. Seiler motioned to adopt Resolution #749 which implements rules of decorum during public meetings. Ms. Shartle seconded; all in favor; motion carried. Ms. Shartle motioned to adopt Resolution #750 which implements policy to address public comment procedures and guidelines. Mr. Oates seconded; all in favor; motion carried. Planning/Codes - Mr. Vietmeier noted that the. Zoning Hearing Board will be meeting regarding Mr. Brannon noted a lane closure by the old hot dog shop on Route 88. Mr. Foote replied that staff recently contacted PennDOT alerting them oflandslide issues on that property. It was brought to PennDOT's attention once again at a virtual meeting. Borough staffh has not received Public Safety - Mayor Baumgarten thanked council for their action to authorize ChiefTruver to Chief Reffner presented the. July report for the CSVFD. The department responded to 15 calls: 10 in Castle Shannon; 1 in Baldwin Township; and 4 mutual aid calls. July was an active month for structural fire responses with three oft the four mutual aid calls for working home/commercial On. July 17th, Castle Shannon had our own commercial fire at the! Homecraft Hardware Store on Route 88. The firefighters were on-scene over four hours, and the cause is being investigated by 24th-27th. in favor; motion carried. landscaping requirements for a billboard by the Coal Mine. notification of any action taken. submit offers of employment to two potential candidates. structure fires. 2 MIA a the Allegheny County firei marshal. There were no: injuries to civilians; however, three firefighters were examined by MRTSA for heat exhaustion and dehydration. The fire department extends thanks to ChiefTruver and his officers for all their support in keeping the roadway closed, along with MRTSA for their support and organizing rehab for all the firefighters. Chief Reffner extended his gratitude to all residents for their patience while Library On July gth, firefighters practiced with the stokes basket and hose line advancements in the SHACOG Water Mapping Prop. OnJuly 15th, personnel were given the opportunity to takei it easy...due to the warm weather. Some members came down to review equipment and their From July 2nd to. July 15th, two firefighters completed the Mod 4 - Essentials of Firefighting training at the. Allegheny County Fire. Academy. Chief Reffner recognized Shane Dodd and Shawn Olah for completing their training to become interior firefighters. This was the final 48- hour course, allowing them to complete the 188 total hours needed to become a firefighter in the On. July 20th and 215t, one firefighter attended the National Fire Academy PA Weekend in Emmitsburg, Maryland where they completed a 16-hour Fire Investigation for First Responders Several fighters attended the Summer Recreation Program at Riehl Park on July 19th. It wasa great day and great event with the fire department providing a dunk tank for the children. Several firefighters also attended a block party on Lyndell Court on July 20th. The kids and adults had the chance to look at the equipment and enjoyed a ride around the block. It was ChiefReffner plans to attend the next Willow Wonderland meeting. Chief Reffner concluded stating that the CSVFD appreciates the support received from borough council members. Mr. Foote thanked Chief] Reffner for his hospitality and tour oft the fire department. Public Works - Mr. Oates reported that the public worksdepartment crew has been painting Road was closed for an extended period. locations on the apparatus. The crew has been maintaining grass cutting along borough cartways. Board Reports Economic Development - Mr. Seiler reported that the CSRC board meeting was held. July 17h. All soldier banners have been installed throughout the borough. The Stars and Stripes program is available tol borough residents. The CSRCisi in discussion with the fire department regarding the Willow Wonderland event. The CSRC would like to co-sponsor a paper shredding event for the community. The next board meeting will be. August 21st, 3 M3 Library Ms. Shartle announced that our library has made the top five for best library branch and best tiny free library in thel Pittsburgh City Paper's Best ofPGH contest! SHACOG- Mr. Seiler reported that the July meeting was the annual golfouting at the Lindenwood GolfCourse. The next board meeting will be August 22nd. Mayor's Report - Mayor Baumgarten was sad to report that another resident lost their life due Mayor Baumgarten attended the Pennsylvania State Mayor's Conference last week. It was very enlightening with speeches by the Lt. Governor, the Speaker oft the House, the Senate Majority Leader, and Mayor Gainey of Pittsburgh. One oft the most interesting parts ofthe event was a presentation oft the Johnstown Flood of1889 caused by the catastrophic failure oft the South Fork Dam located on the south fork oft the Little Conemaugh River. It was reported that 30-foot waves wiped out the entire community and other communities along its path. Over 2,000 people died in this catastrophe. Ms. Kovach added that she has visited the. Johnstown Flood Museum, Manager's Report - Mr. Foote reported that a contractor will start paving Willow Avenue in The council chamber's AV equipment has been installed, and staff will be able to provide a link for residents to remotely watch the council meetings starting the second meeting in August. Public Comment - Non-Agenda Items - Ms. Kovach opened the public comment section oft the Bryan Gigliotti. Poplar Avenue - stated that he received ai text on Saturday regarding the work by the former hot dog shop on Route 88. PennDOT will be doing slide repair work through early Regarding the Summer Recreation Program, the campers had a great time with the CSVFD dunk tank. Mr. Gigliotti thanked the fire department for donating their time, dunk tank and pizza to program participants. The MRTSA truck and personnel also visited the recreation camp and provided fun and educational programs for the children. A fun fact is that MRTSA's vehicles can never exceed the speed limit. Mr. Gigliotti is scheduling a second visit from the children's librarian. Plans for next week include a Kona Ice day, a junk food day, and al bouncy house with awater slide. The Recreation Program is great fun for the children, and the parents really appreciate it. Mr. Gigliotti thanked council for making the summer great for the children. to a fentanyl overdose. and it was truly interesting and tragic. the next few weeks. meeting. August with one lane closed from Havelock Street to Killarney Drive. 4 Min 4 CSYA completed their 10U softball tournament. CSYA received a great many compliments about the tournaments, the environment and accommodations, and the field. Kudos to' Tom and Vanessa Beck for running the tournament. One more 12U baseball tournament is planned. Signups have started for the fall. Meanwhile, CSYAi isas strong organization with good leadership. The CSYA annual golfo outing will be held October Sth. Ms. Kovach asked ifCSYA has considered offering other sports or activities besides baseballsoftball. Mr. Gigliotti responded that getting appropriate venues and parent volunteers Bryan Gigliotti added that he attended the Winter Wonderland committeei meeting and believes Vanessa Beck, Castle Road - suggesting using the Webex or Microsoft Teams platform for the Susan Walsh, Prospect Avenue reported in August 2023 a heavy rain caused a sewer backup on Clara Street resulting in Ms. Walsh's foundation and sidewalk being flooded. Her insurance claim was denied since the backup wasi noti in her sewer lines, and she was advised to contact the municipality. Ms. Walsh contacted Mr. Foote about this issue, and photographs and information was forwarded to thel borough's insurance carrier, who denied the claim. Ms. Walsh stated that shel has spent over $9,000 to have her foundation repaired. This same situation with a downpour happened August 12, 2021. A contractor estimated her walk replacement at $9,600. Ms. Walsh stated that the borough televised the sewer lines and found tree root infiltration in the sides ofthe pipe. Ms. Walsh believes the sewer lines were chemically treated for roots because the sewer lines were not replaced. Ms. Walsh stated that she is a responsible homeowner who does her best to maintain her property and suggested that the borough be a good neighbor and reconsider the situation. Ms. Walsh thanked Mr. Foote for his assistance and wanted to bring this situation to council's attention. Ms. Walsh advised that she has retained legal counsel regarding her is difficult for other types ofsports/activities. this will be a great weekend event for the community. remote video council meetings. property damages.
