BOROUGH OF CARLISLE October 19th, 2024 COUNCIL VACANCY BOARD MEETING MINUTES Mayor Shultz called the Council Vacancy Board Meeting to order at 8:00a.m. He noted that hei is not the Vacancy Board Chair, however, Sonya Brown, the Vacancy Board Chair was unable to make the meeting due to at family medical Present at the meeting: Mayor Shultz, Councilors Perry, Roos, and Stuby. Also present were Borough Manager Mayor Shultz requested a motion by the panel to allow him to be the Chair of the meeting on behalf of Sonya Brown. Mayor Shultz requested a motion by the panel allowing Deputy Moyar Landis and Councilor Mellen to attend via Zoom. emergency outt town. Armstrong, Public Information Coordinator Taylor, and Borough Secretary Blair. The motion passed 3-0. Stuby/Perry. The motion passed 4-0 Stuby/Perry. Carlisle Vacancy Board A. Mayor Shultz explained that the meeting was to establish the selection process the Carlisle Vacancy Board will use toi fill the open Council seat at the next meeting. The Mayor provided a recap oft the previous Council meeting where the vote ended in a deadlock, thus requiring the need for a Council Vacancy Mayor Shultz suggested that the Council and Vacancy Board adopt a process by which the final 2 candidates return to give the Vacancy Board Chair, Sonya Brown an opportunity to interview and the council membersa chance to follow up with any additional questions they may have. After Chairwoman Brown has a chance to ask Mayor Shultz requested a motion to approve the process toi fill the vacancy by which the Vacancy Board would invite the 2 remaining applicants, Robert Mitchell Shiles. Jr. and Rachel James, back on Tuesday, October 22"d, 2024, at 7:00 pm. At that meeting the Vacancy Board Chair willi then have an opportunity to interview the 2 candidates, and the council members will be able to follow up with any questions. They willi then continue to the Councilor Stuby suggested the Council amend the voting process to be in line with the previous council meetings remote voting in the event that one or more voting members are unable to be present at the next meeting. In addition, the above motion would include the adoption of the rule of filling vacancies that the council has already adopted along with the suspension oft the rule to allow voting virtually by ballot, by text, either to the Vacancy Board Chair, the Mayor, or the Borough Manager. The motion passes 6-0. Stuby/Perry Itv was noted that the Vacancy Board Chair did have the opportunity to view the video of the last meeting as well as the resumes, and she had no strong feelings one way or the other for the process that was adopted. B. Mayor Shultz requested ai final motion to hold a meeting of the Vacancy Board on October 22, 2024, at7:00 pmi to interview candidates and to vote on the appointment to fill the open Council seat.
