BALLY BOROUGH COUNCIL MINUTES OF THESEPTEMBER 3, 2024 MEETING The regular scheduled meeting oft the Bally Borough Council was held on the above date at the Borough Hall. President, Glenn Mutter called the meeting to order at 7:00 pm. The meeting was Council Members present: Glenn Mutter, Paul Gehringer, and Joshua Sloan. The following council members were absent Michael Bauman, Joel Pilgert, Michael Moll and Matthew Gehman. President Mutter announced the meeting is being recorded for minute taking purposes. COMMENTS AND SUGGESTIONS FROM RESIDENTS: Karen Bauer addressed the council about a toilet leak at 413 Main Street. The Borough had contacted Mr. Bauer after a meter read showed al leak alarm. Mr. Bauer had the leak fixed as soon as possible. His normal usage is 5000 gallons, but this bill showed usage of17,000 gallons. The Bauers are asking for some: relief for the sewer usage. The council president stated they would not need to come back to the next meeting, the council should be able to make a decision based on the information provided. Jon Haggert addressed council concerning a toilet running at his property located at 536 Main Street. Mr. Haggert is hard ofl hearing and did not know about the leak until his bill was received. His normal usage is 5000 gallons, but the current bill showed a usage of 59,000 gallons. Mr. Haggert is looking for some: relief for the sewer charges. The council president stated he would not need to come back to the next meeting, the council should be able to make a decision based on the information provided. Brenda Rohrbach of1321 N Church Street, addressed council concerning the heavy traffic, parking and lack of sight on the 100 block ofNorth Church Street due to commercial vehicles parked on the block. She stated it is creating a dangerous situation for anyone walking in the area and for residents trying to pull out oftheir driveway. She would like council to do something to make it less dangerous and feels Marilyn Seemann of131 N Church Street, addressed council concerning the commercial vehicle parking on the 100 block ofN Church Street. She stated she was nearly hit 3 times because of oncoming traffic. There: is one mail box on the odd side oft the street and about 6 on the even side of the street. She feels parking on the block should be limited to the odd side of the street. She also asked ifthere was ai noise ordinance for animals and loud cars. There: is a vehicle on Cherry Street that likes to rev their car engine late at night and very early in the morning. She also complained about White Tail Disposal leaving empty trash cans in the street, which adds to the traffic situation. PRESIDING OFFICER REPORT- No report COMMITTEE REPORTS: Health, Safety, & Welfare: Police report- The police reported 37 calls in August with a year to date of352. There were 20 citations issued. They drove 863 miles and used 68.52 gallons of fuel. Chief Ellick completed his fire Fire report- EBFD reported there were at total of41 calls for the month of August with a total of298 year to date for all municipalities. The chicken BBQ was held at the Bally station on August 24th and they struggled to sell out 800 meals. The Fire Company will need to continue to assess the feasibility Bally Ambulance - Bally had 7 calls with a total of 108 calls for the month. Municipal Authority- Did not meet. Next meeting is October 15th. Zoning Hearing Board -Did not meet. BARDS Committee - The Community Yard Sale will bel held September 6, 7 and 8 with the annual bake sale and dog swim scheduled for Saturday, September 7th. The Lions Club will bel holding the Cow Chip Bingo on Sunday, September gth at Jakes. The Halloween parade is scheduled for October 21st, with ai rain date of October 24th. The Trunk or Treat is scheduled for Saturday, October 12th with a WWTP Report- Nate Heffner provided his report to council. OFFICE REPORT a. Pension MMO's. The Borough Manager presented the pension cost for the 2025 year. The b.
