Approval of Budgeted Water' Treatment Plant Repairs: $8,420.00 Action: A motion was made by Maarten Venter to approve the budget water treatment plant repairs as presented with a second by Larry Lewallen. Agreement Captain Justin Ferguson presented an agreement with LeadsOnline, who partners with GBI to maintain a database ofj pawned items and the: information and ID of thej person who pawned the item. This allows law enforcement tol be proactive inl locating stolen property that has been pawned and locating offenders. This agreement was budgeted for this fiscal year, but must be approved by Council. Council Meeting Minutes August 28h,2023 Page 11 City Attorney Bubba Samuels expressed concern about the wording for thel length ofthe agreement. The agreement presented to Council lists ai three-year term, but statel law requires that contracts bei terminable at the end of each fiscal year. Ferguson stated that he addressed that term with LeadsOnline, who: said that the three-year term was for the purpose oflocking the price, and that there is a stipulation that the City can terminate the agreement at any time with no cost. Samuels recommended that Council not approve the agreement until an updated Action: A motion was: made to table the LeadsOnline agreement until the September 11th meeting with a second by Maarten Venter.
