Minutes City Council Meeting September 23rd, 2024 6:30pm  Baldwin Courtroom, 155 Willingham Avenue, Baldwin, GA 30511  Mayor Stephanie Almagno, Council member Erik Keith, Council member Kerri Davis, Council member Maarten Venter, and Council member Alice Venter were all in attendance.  Call Meeting to Order Invocation and Pledge  Mayor Stephanie Almagno called the meeting to order at 6:30 pm.  Mayor Almagno listed who was present at the meeting for those watching the livestream. Action: A motion was made by Maarten Venter to amend the agenda to remove item #2 under New Business, ConsideratonAPprova. of Award for WWTF Solids Handling Building  and Screw Press" with as second by Kerri Davis. Motion Carried 4-0. a. Approval of Minutes: Council Meeting 9/9/2024. with a second by Erik Keith. Motion Carried 4-0.  Consent Agenda  Action: A motion was made by Alice Venter to approve the consent agenda as presented  Public Comments No one came forward. Public Hearings Reports  Public' Works - Scott Barnhart  Public Works Director Scott Barnhart provided a 6-month summary of Public Works accomplishments. Completed projects included the new Public Works building, the Public Works portion of the lead and copper pipe inventory for the EPD, and phase Upcoming projects include sewer line clearing, clearing easements, the second phase oft fire hydrant maintenance, pole barns at the Public' Works building for equipment, and the LMIG paving project for Davis Drive, Batson Street, and Homer Road. Public Works is also currently preparing for expected rain and storm damage from Hurricane  one of fire hydrant maintenance and painting.  Helene at the end of the week.  Old Business  1. Consideration/APprova of 2nd Reading of Personal Property Sale Authorization  Ordinance #2024-09151  CAO Emily' Woodmaster reviewed the Personal Property Sale Authorization Ordinance, which was previously brought before Council at the September 9th meeting for the First  Council Meeting Minutes  September 23d,2024  Pagel1    Reading. This ordinance authorizes the Chief Administrative Officer to authorize the sale of personal property valued at or under $500.00 without Council approval of Action: A motion was made by Maarten Venter to approve the second reading of Personal Property Sale Authorization Ordinance #2024-09151 with a second by Kerri  surplus lists. Council had no additional questions or comments.  Davis. Motion Carried 4-0. New. Business ComsiderationfA Executive Session Announcements  ingand-Screwress  a. Join us for Movies in the Market on September 27th starting at 8:30 pm.. Bring your lawn chairs and blankets and join us for a FREE night oft fun at the Farmers' Market. This month we are showing "If." Concessions will be available, with all proceeds going to b. The 7th Annual Baldwin Fall Festival will be on October 19th from 12:00 pm - 8:00 pm at the Baldwin Farmers Market and Downtown City Park. Enjoy live music, local crafters and vendors, a wide variety of food trucks, and a closing fireworks show. As always, The City of Baldwin is holding a Fall Amnesty Day on November 7th. Public Works will pick up and dispose of trash that would normally be taken to the landfill. We will accept scrap metal, paint cans, furniture, and old appliances. Tires and batteries will not be picked up. AIl items must be placed at the curb no later than 8:00 am on November 7th. Call City Hall at 706-778-6341 by November 4th to get your name on the list!
