Minutes City Council Meeting July 29th, 2024 6:30pm Baldwin Courtroom, 155 Willingham Avenue, Baldwin, GA 30511 Mayor Stephanie Almagno, Council Member Erik Keith, Council Member. Joseph Satterfield, Council Member Kerri Davis, Council Member Maarten Venter, and Council Member Alice Venter were all in attendance. Call Meeting to Order Invocation and. Pledge Consent Agenda Mayor Stephanie Almagno called the meeting to order at 6:30 pm. Lincoln Tope led the Pledge of Allegiance. a. Approval of Minutes: Council Meeting 7/15/24. with a second by. Joseph Satterfield. Motion Carried5-0. Action: A motion was made by Alice Venter to approve the consent agenda as presented Mayor Almagno announced members oft the media and City staff present for the meeting. Consideraton/APprova. of Purchase of Public Works Truck CAO Emily Woodmaster presented a request from Public Works Director Scott Barnhart for a new water and sewer service truck, part of the 10-year vehicle replacement program adopted by the City. The request is not to exceed $70,000, which includes all upfitting and to utilize funds from Banks County SPLOST III from Council member. Alice Venter left the room at 6:34 pm and returned at 6:36 pm. Action: A motion was made by Maarten Venter to approve the purchase of a Public Works service truck, not to exceed $70,000 and tol be expensed from Banks County SPLOST III as presented with as second by Erik Keith. Motion Carried 5-0. 2017. The current vehicle will be surplused. 2. Consideration/Approval of Building Fee Multiplier Woodmaster presented the 2023 Building Fee Multiplier, which is used to calculate commercial building permit fees. The multiplier is based off the proposed calendar year's permit data, along with the year's building department budget at 75% divided by the total annual construction costs. The current Building Fee Multiplier in place is Council Meeting Minutes July294,2024 Page 11 from 2021 at. .0029 and was not updated last year due to the addition of Code Compliance. The proposed 2023 Building Fee Multiplier is. .0048. Action: A motion was made by Alice Venter to approve the 2023 Building Fee Multiplier as presented with a second by. Joseph Satterfield. Consideraton/Approva. of Rescheduling August Work Session Woodmaster proposed moving the August work: session from Tuesday the 6hto Monday the 5th due to a conflict with National Night Out, a City event for community engagement with First Responders. Council had no schedule issues with the new date. Action: A motion was made by Maarten Venter to approve rescheduling the August work: session to Monday, August 5th as presented with as second by Kerri Davis.
