Ayers, Council Member Maarten Venter, and Council Member Alice Venter (via phone) were in attendance.  CallMeeting to Order Invocation and. Pledge  Mayor Stephanie. Almagno called the meeting to order at 6:30 pm. Pastor Penny Petty from Life Church gave the invocation.  Action: A motion was made by Maarten Venter to amend the consent agenda to add a budgeted Wastewater Treatment Plant pump purchase in the amount of $9,100 with a second by' Theron Ayers. Motion Carried 3-0. a. Approval of Minutes: Council Meeting1/27/23 and Work Session 12/05/23. Action: AI motion was made by' Theron Ayers to accept the minutes for 11/27/23 and 12/5/23 as presented with a second by Maarten Venter. Action: A motion was made by' Theron Ayers to approve the budgeted purchase ofthe WWTP pump in the amount of $9,100 as presented with  Consent, Agenda  b. Court - Susan Newsom  Reports  Court Clerk Susan Newsom gave an update on Municipal Court, stating that they ares still operating with two court dates per month, but may increase to three  Council Meeting Minutes  December1t-,2023  Page 1    datesi in thei nearfuture. In. January, court security may add additional security officers. Newsom stated that they still plan to renovate: thel breakroom to create a small office and payment window. Newsom thanked Council for getting the. Azure software in place, as; she was able to work from home while sick and stay on top  oft tasks. Council had no questions for Newsom.  Oldi Business  1. Consideration/Approva. of 2nd Reading of Precision Digital SUP Ordinance Council had no additional comments or questions regarding the ordinance. Mayor Almagno read the highlighted portion of Ordinance #2023-10132Z. Action: A motion was made by Maarten Venter to approve the 2nd Reading of Precision Digital Special Use Permit Ordinance #2023: 10132Zas presented with a second by' Theron Ayers. Motion Carried 2. Consideration/Aproal of 2nd Reading of Wrecker Service Ordinance #2023: ChiefJones summarized thej process of updating the wrecker service policy, ensuring the rotation was fair and impartial and that the three services werea all in Council had no additional comments or questions regarding the ordinance. Mayor Almagno read the highlighted portion oft the Ordinance #2023-11135- Action: A motion was made by Maarten Venter to approve the 2nd Reading ofWrecker Service Ordinance #2023-11135 as) presented with  #2023-10132Z  4-0. 11135  agreement with the new policy.  as second by' Theron Ayers. Comsideration/APproval of Cemetery Plot Revocation Policy  11134Z  Council had no further questions or concerns about cemetery plot revocation  policy. Motion Carried 4-0.  5. Comsideration/APprova. of Mayor's Reading Club Proclamation  Mayor Almagno summarized the Mayor's Reading Club from GMA. The Banks County Pop-Up Rolling Library comes to the Baldwin Farmers' Marketevery Friday from June 7th toJuly: 26th, SO Almagno selected. June 7th as Mayor's Reading Club Day for the inaugural event. Almagno and other staff will also connect with community leaders to create and join reading events for children. Mayor. Almagno read the Mayor's Reading Club Day Proclamation. Action: A motion was made by Alice Venter to approve the Mayor's Reading Club Day Proclamation as presented with a second by Erik  Keith. Motion Carried 4-0.  New. Business Executive Session Amnouneements  a. City Offices willl be closed on December 22nd and December 25th in observance of the Christmas holiday and January 1st in observance of New Year's Day. b. City Hall will be operating by drive-through and appointment only from Tuesday, December 26th through Friday, December 29th, To make an appointment with a Mayor Almagno thanked all citizens that contributed to Shop With a Hero. Twelve children went shopping for clothes and Christmas gifts with Baldwin d. Mayor Almagno recognized Council Member Theron Ayers and his 12 years of service on the City Council.
