Councilmembers present for the meeting included Mayor Pro Tem Edi Bond, CPI Mitch Blanks, CPN Mitzy Moye, CP Lindsay Register, CP Travis Brooks, and CPI Flossie Smith. Mayor Ron. Johnson, Jr. was absent. Staff present were City Manager. Jeffrey Hatcher, City Clerk Christina Corvers, Assistant Police Chief Barbara Barber, Public Works Superintendent Bert Adams and City Attorney Chip Stewart. Approval of the Agenda: CP Smith made ai motion to approve the Agenda, with CP Register seconding. Motion carried. Next was the approval of the minutes from the September 3, 2024, Council Meeting. CP Smith made a motion to approve the September 3, 2024, Council Meeting APPEARANCES: Downtown Development Authority (DDA) Director Tori Gravlee gave an update ont the Board's recent and upcoming activities toi include the following: Police Chiefl Kem Pugh and Fire Chief Dean King were absent. The installation is delayed by a week due tot the impact ofl Hurricane Helene. The annual Trunk or Treat will be held on October 31, 2024, from 5:001 PM-6:30 PM. Next, David Maxwell from BetterWay encouraged the public tor read his column in the upcoming newspaper edition about the town's preparations before the impact of Hurricane Helene. Seminole County Economic Development Authority (EDA) Director Sarah Avery stated that she Next, Calvin Bosarge, Jr., of Bosarge Mobile Home Sales, LLC, requested permission toj place ai new double-wide mobile home at 522 East Chason Street for recipients Thomas and Aretha Williams. City Manager Hatcher explained that Mr. Bosarge is working with the Hurricane Housing Repair and Replacement Program (HHRP) to replace the Mobile Home at 5221 East Chason Street that was damaged during Hurricane Michael. HHRPi is as state program designed tol help repair, rebuild, or replace homes affected by Hurricane Michael. After some discussion, CP Blanks made ai motion to approve the request toj place a double-wide mobile home at 5221 East Chason Street, with CP Brooks didi not have anything to report at this time. seconding. Motion carried. PERMITS & LICENSING City Manager Hatcher presented an application for an On-Premises Liquor, Wine and Malt Beverage License tol be issued to. Jaimee Underwood, DBA The Osceola Event Company, LLC located at 103 East 2nd Street. Assistant Police Chief Barber stated that all background requirements had been met. CPI Moye made a motion to approve the On-Premises Wine and Malt Beverage License, with CPI Brooks seconding. AYES: CPN Moye, CP Brooks, CP Bond, CP Blanks, and CPI Register. ABSTAIN: CP Smith. INTERNAL BUSINESS INTERNAL BUSINESS: Thel Financial Statements for August 2024 were presented and reviewed with comments made by City Manager Hatcher on the current status, along with discussion on the three-month analysis. CP Brooks made ar motion to approve the. August 2024 Financials, with CPI Register seconding. Motion carried. OLDI BUSINESS OLDI BUSINESS: City Manager Hatcher provided an update on the Westbrooke Place Subdivision, noting that the pre-construction conference for the infrastructure was held on Wednesday, October 2, 2024. The City of Donalsonville will oversee the installation of streets, water, sewer, and gas lines. City Manager Hatcher also mentioned that the City will assist with storm drainage and floodplain mitigation efforts. Initial work is expected to begin within the next two weeks, with phase one infrastructure set for completion in 2025. Lastly, City Manager Hatcher noted that the project is being funded by Rural Workforce Initiative Grants and private investments, with the City providing gas line infrastructure, asi it Next, Councilmember Moye raised the issue of her previous vote approving the purchase of the State Farmer's Market property, expressing her desire to rescind that vote. After discussion about the previous motion and the funding source: for the purchase, Councilmember Moye wished to formally state that she no longer supported the acquisition oft the State Farmer's Market property. No action City Manager Hatcher then gave the second reading of Ordinance 10-01-24, designating Truck Routes within the City Limits of Donalsonville. City Manager Hatcher stated that there have been noj public comments on the proposed Truck Route designations and recommended approval of the Ordinance as presented. After some discussion, CP Blanks made a motion to adopt Ordinance 10-03-24, designating Truck Routes within the City Limits of Donalsonville pending Then, City Attorney Stewart provided an update on the process for amending Charter Section 5.16(b), which pertains to the removal of officers. City Attorney Stewart explained that the amendment would require a new ordinance to be introduced by the Mayor and Council, followed by the publication ofa summary at least three weeks prior to the next reading of the ordinance. City Attorney Stewart requested additional time to review how the proposed change might impact other sections of the City Ordinances. After some discussion, CP Blanks made ai motion to table the amendment of Charter Section 5.16(b) regarding the removal of officers until the November regular Council Meeting. NEW BUSINESS NEW BUSINESS: City Manager Hatcher opened discussion on the 2024 Millage Rate and requested guidance from the Mayor and Council as to whether they wished to adopt the rollback rate or have Public Hearings to approve an increase. City Manager Hatcher explained that the rollback rate accounts for a property valuation increase, generating around $100,000 ini revenue. Each mill of property tax yields approximately $74,000. After some discussion, all were in favor of accepting the Rollback Rate and scheduled: a Called Meeting for Friday, October 18, 2024, at Next, City Manager Hatcher presented the first reading of Ordinance 11-05-24, to amend the Downtown Entertainment District. City Manager Hatcher stated that after discussions with City Attorney Stewart, it was determined that the City of Donalsonville would need to approve the amended district rather thani issue a variance asi it would better comply with legal requirements and reduce the chance of any issues at a later date. City Manager Hatcher noted that the proposed area includes property that was being discussed as a possible sports bar. This business will not be able to move forward without this amendment per the prospective owners. No action taken. City Manager Hatcher then gave an update on the Communications Department, with a review of the eDonalsonville monthly report. City Manager Hatcher reported that he continues to work with the USDA and that they are progressing with the project to extend service into the County. Lastly, City Manager Hatcher mentioned that the system experienced outages as a result of Next, Assistant Police Chief Barber stated she had nothing new to report on at this time. 5:001 PM to officially adopt the 2024 Millage Rate. Hurricane Helene's impact. City Manager Hatcher then gave an update on the following: Police Department Issues: The Police Department is still facing problems with mold and moisture. The City of Donalsonville's insurance and construction teams are addressing the repairs, but they are currently occupied with ongoing Hurricane Helene-related matters. The Police Department has the option to relocate staff to a better facility, with the only associated costs being the networking expenses to connect the new location to City Hall. Planning and Zoning: The Planning and Zoning Committee met last month and have established rules of procedure and various positions. They have many things to review and work on during the next year. Thel Planning and Zoning Committee members are eager to help move Donalsonville forward and make a positive difference in local government. Hurricane Helene: The City ofDonalsonville: staff managed this event exceptionally well. In collaboration with Seminole County staff, the City of Donalsonville successfully met the needs of our residents and extended assistance to other cities across Georgia. With there being no further business to come before the Mayor and Council, at 6:48 PM, CP Blanks made a motion to adjourn, with CP Brooks making a second; and the motion carried.
