Minutes City of] Baldwin Special Called Meeting March 30th, 2023 4:15pm Baldwin City Hall Community Room 186 Highway 441 Bypass, Baldwin, GA; 30511  SEORGIE  Acting Mayor Alice Venter, Council Member Theron Ayers, Council Member Stephanie Almagno, and Council Member Maarten Venter were all in attendance.  CallMeeting to Order  Acting. Mayor Alice Venter called the meeting to order at 4:18 pm. Action: A motion was made by Stephanie Almagno to move Item 1 Comsideration/Approw ofLease Agreement with ReveSolutions Inc."to the last item on the agenda and move all other items up with a second by  Larry Lewallen. Motion Carried 4-0.  New. Business  1. - Comsideration/Approva ofWater and Sanitary Sewer Easement for West  Airport Road Mobile Home Park  CAO: Emily Woodmaster summarized the agreement for a water and sanitary sewer easement. The property owner, Jeff Herrin, has agreed to this easement and the only requirement is approval by Council. The land is currently on a septic and well system and Herrin wants to redevelop thel land for 43 homes tol be connected to Baldwin water and sewer. Herrin has already submitted the water and sewer construction design plans for approval. Once approved, this easement gives the City the ability to work on the water and sewer lines. Action: A motion was made by Maarten Venter to approve the Water and Sanitary Sewer Easement for West. Airport Road Mobile Home Park as presented with a second by Larry Lewallen. Motion 2. Comsideration/APprowa. of Access Agreement for 293 Airport Road  Carried 4-0.  Al house at 293 Airport Road has a driveway that must be accessed through an alleyway that belongs tot the City. In order to sell the home, the sellers are requesting documentation that they have access to use this road for the next 30 years. This agreement follows the homeowner, not thej parcel, sO this agreement is contingent upon being signed at the buyers' closing on. April 4th. Ifthej purchasers sell before the; 30 years is up, the new buyers will have to come tot the Council and request thes same access. The City will still havei the right to uset the access alley and will not bel held responsible for maintaining it. Action: A motion was made by Stephanie Almagno to approve the License. Consideration/Aprova. of K9 Handler Contract  Council had reviewed the K9 Handler contract and had no concerns. This contract will be effectiveimmediately following approval. Action: A motion was made by Stephanie Almagno to approve the K9 Handler Contract as presented with a second by' Theron Ayers. 4. Consideration/APprova. of Lease Agreement with ReveSolutions Inc. Council had reviewed the lease agreement with ReveSolutions and had no Action: A motion was made by Maarten Venter to approve the lease agreement with ReveSolutions Inc. as presented with a second by  Motion Carried 4-0.  concerns.  Theron Ayers. Motion Carried 4-0.  Amnouncements  A. The City Council Spring Retreat will be. April 20th and 21st from 8:00 am = B. Baldwin Clean Up Amnesty Week will be. April 17th - April 21st, Call City Hall tol be put on the pickup list for items like old appliances, furniture, and scrap metal. This year, we will accept paint cans and tires, but they must be separate from the other items for pickup. Items must be street side no laterthan C. Baldwin Clean Up Day is April 22nd from 9:00 am = 12:00 pm at the Baldwin Farmers' Market. Celebrate Earth Day by cleaning up Baldwin roads and planting a tree. Free T-shirt and lunch provided for pre-registered  5:00 pm at 202 Luthi Road, Alto, GA30510.  Thursday, April 20th.  participants. Sign up with your' T-shirt size at iacedbutaldanatg by April 7th, D. City Hall will be closed for Good Friday on April 7th, 2023.
