Agenda City Council Work Session October 8,2024 6:30pm Baldwin PD Training Facility, 155 Willingham Avenue, Baldwin, GA 30511 Mayor Stephanie Almagno, Council member Erik Keith, Council member Kerri Davis, Council member Maarten Venter, and Council member Alice Venter were all in attendance. CallMeeting to Order Mayor Stephanie Almagno called the meeting to order at 6:30 pm. Public Hearing Millage Rate-F Public Hearing 1 of3 Mayor Almagno opened the public hearing for the 2024 millage rate at 6:31 pm. No one came forward. The public hearing was left open fort the remainder of the meeting. Old Business New Business 1. LACI Fire Service Mutual Aid Agreement CAO Emily Woodmaster presented a mutual aid agreement with Lee Arrendale Correctional Institute (LACI) fort fire services. LACI holds mutual aid agreements with all municipalities ini the county, and this agreement was last updated in 2016. One change made to the agreement was eliminating the use of their fire truck-L LACI will still respond too calls but cannot guarantee the apparatus will be utilized. Woodmaster also requested Mayor Almagno asked Legal Counsel Bubba Samuels if there were any concerns about the agreement's lack oft time constraints or expiration. Samuels stated that while there is not any termination language, the law would treat it effectively as a month-to-month agreement, butt the City cannot be bound to this beyond what's been agreed to. Purchase of Scag Mowers (Water and Wastewater Treatment Facilities) Woodmaster presented purchase requests from the Water and Wastewater Treatment Facilities, each for a new 52" Scag moweri for each respective facility. These new mowers would be replacing the current. mower of more than 15 years old. Baldwin Public Works will pick up and dispose of trash that would normally need to be taken to the landfill. We will accept scrap metal, paint cans, furniture, and old appliances. Council member Alice Venter shared a Baldwin initiative to gather supplies to provide aid fort the Hurricane Helene victims. Propane, kerosene, and lamp oil are especially needed for the colder weather but cannot be transported by air and will need to be transported by ground. Baldwin Fire Department will be taking supplies north to the affected areas. Donations can be made at Baldwin City Hall or Baldwin Fire Department. Venter thanked Partnership Habersham for committing to helping Baldwin by canvasing their network of connections to help gather donations. e.
