Minutes City Council Meeting May 15th, 2023 6:30pm GEORGIR Baldwin Courtroom, 155 Willingham. Avenue, Baldwin, GA; 30511 Acting Mayor Alice Ventor, Council Member Larry Lewallen, Council Member Theron Ayers, Council Member Stephanie Almagno, and Council Member Maarten Venter were all in attendance. Call. Meeting to Order Invocation and Pledge Consent. Agenda Acting Mayor Alice Venter called the meeting to order at 6:30 pm. a. Approval of Minutes: Council Meetings 3/27/23, 3/30/23, &4/24/23, and Work Action: A motion was made by Theron Ayers to approve the consent agenda as presented with a second by Stephanie Almagno. Motion Session 5/9/23. Carried 4-0. Citizen Comment Public Hearings Reports ISO Update - Chief Roy ChiefJoe Roy addressed Council regarding the City's ISO score. Baldwin's score is currently 3/3X, but our place on the point scale has increased. Chief Roy expressed that with thet training several of our firefighters are currently receiving and potentially hiring another full-time firefighter, Baldwin's score could increase toa2a after another ISO inspection. Old Business 1. Consideration/APprova. of 2nd Reading ReveSolutions SUP Ordinance #2023- Council had no further comments or concerns regarding the ordinance. Action: A motion was made by Maarten Venter to accept the 2nd Reading of ReveSolutions SUP Ordinance #2023-04123Zas presented with a second by LarryLewallen. Motion Carried 4-0. 04123Z New Business 2. Consideration/APprova. of Public Works Vehicle Purchase and Transfer Public Works Director Scott Barnhart presented a request to Council to purchase af four-wheel drive pickup truck for his use, and to transfer his current leased Council Meeting Minutes May15th, 2023 Pagel 1 Dodge Durango to CAO Emily Woodmaster as her city vehicle. The Chevy Tahoe Woodmaster currently drives would be transferred toi the new Code Compliance position proposed to start in FY24. Barnhart recommended this purchase and transfer for the purpose of keeping the leased vehicle in the best possible condition, and that a pickup truck would bel better suited for him to take to worksites. Funds for purchasing the new pickup truck would come from SPLOST Action: A motion was made by Stephanie Almagno to approve the purchase ofa vehicle for public works from SPLOST' VII, not to exceed $60,000, with a second by Maarten Venter. Motion Carried 4-0. 3. Consideration/Approva. of 1st Reading HCDA Annexation Request Ordinance Woodmaster presented Council with a request for annexation from the Habersham County Development Authority. In 2014, HCDA annexed what is now the majority of the Airport Business Park into Baldwin. There was 3.87 acres land swap with a nearby property owner that was inadvertently left out of the annexation, and that piece was never annexed in. The 3.87 acres must be annexed in before thel land can be sold and become part of city limits. Woodmaster has no concerns regarding the request. VII. #2023-05124A Action: A motion was made by Theron Ayers to approve the 1st Reading ofHCDA Annexation Request Ordinance #2023-05124Aas presented with a second by Stephanie Almagno. Motion Carried 4-0. 4. Consideration/Approva. of 1st Reading HCDA Zoning Ordinance #2023-051254 The 3.87 acres in question is Currently zoned in Low Intensity within the County, which translates to Light Industrial for the City, and the zoning would remain as Action: A motion was made by Maarten Venter to approve the 1st Reading ofHCDA Zoning Ordinance #2023-051252 as presented with such with thej proposed annexation. asecond by Larry Lewallen.
