Oak Springs Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Dr. Phil Weaver Senior Pastor, Cleveland First Baptist Church, and (Mayor Pro Tem), and C.J. McDonald City Clerk Lisa Ritchie White County Ministerial Alliance 3. Pledge of Allegiance Pastor Weaver invited everyone to attend their fall festival on October 26, 2024, from 4:00 p.m. until 7:00 p.m. He also stated that they started their program with Tesnatee Gap Elementary School and already have 70 kids enrolled. 4. Approve Agenda Motion by Council Member Sutton, seconded by Council Member McDonald, and voted, unanimously, to adopt the agenda. PUBLIC HEARINGS 5. Second Public Hearing and Consideration - Resolution 2024-26 - Rescinding the existing Zoning Ordinance and map, Chapter 64-Zoning, and adopting the proposed "The Zoning Ordinance for the City of Cleveland, Georgia and Zoning Map for the City of Cleveland, Georgia, Chapter 64-Zoning" Mayor Turner stated the item and opened the Public Hearing. Economic Development and Planning Director Tom O'Bryant addressed the Mayor and Council Members. He stated that the effective date will be November 1, 2024. Mayor Turner inquired about the extended stay occupancy hotel portion of the ordinance in respect to the hotel/motel ordinance. Mr. O'Bryant stated that they are consistent with each other. There were no comments from the public. They did not have any concerns. Mayor Turner closed the Public Hearing. Mayor Turner asked Deputy Chief Weiland and Chief Pruitt if they had any concerns. He said a loss of about 30 gallons a minute was occurring. 11. Water Resources = Water Resources Director Andrea Smith September 2024 Report Ms. Smith addressed the Mayor and Council Members. She reported the following September items: Water Treatment Water produced by the city wells was 14.5 MG Water purchased from the County was 11.3 MG Flushed 5 hydrants for water quality Performed 195 laboratory tests Collected and shipped required samples for the month Submitted monthly operating reports to EPD to EPD's lab Water loss was 30.4% Constructed a new pad for the bleach tank at well #6 Moved sodium fluoride to the new chemical storage Submitted a GEFA lead service lane grant application Installed new feeder pipes with cut off valves at well building at well #6 #1 Water Reclamation Discharged 14.3 MG of treated effluent into the Tesnatee Creek Performed 108 laboratory tests Weekly cleaning of UV channels and lamps Submitted the Discharge Monitoring Report to EPD Reviewed and filed monthly grease trap manifests Replaced surge stone around the pond dike Rebuilt the diffuser heads on the first row of aerators Moved and the duckweed off the drying pad and Cleaned and organized the harvest boat Assisted a customer with cleaning an under the Reviewed the new NPDES permit from EPD Fixed a broken aeration line in zone 2 of the pond Reviewed Cobb-Vantress and NOKssel-monitoring Reviewed all annual surveillance test results in the pond turned it counter grease trap Industrial Pretreatment reports NEW BUSINESS 12. Amendment to the Purchase and Sale Agreement with MountainCraft Builders, Mr. Whitaker addressed the Mayor and Council Members. He said the agreement will extend the due dligence/Inspection period to November 15th and setting the closing LLC for an extension to the due diligence period. date to not later than December 15th. Motion by Council Member McClure, seconded by Council Member McDonald, and voted, 2 in favor (McClure and McDonald) to 2 in opposition (Bowen and Sutton), Mayor Turner voted in favor, breaking the tie, to approve the amendment to the Purchase and Sale Agreement with MountainCraft Builders, LLCfor an extension to the due diligence period and authorize the Mayor to sign on behalf oft the city. 13. Approval of Meeting/Called Meeting Minutes C October 7, 2024 Meeting Minutes Motion by Council Member Bowen, seconded by Council Member McDonald and voted, unanimously, to approve the October 7,2024 Meeting Minutes. 14. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: Hurricane Helene and appreciation to public safety for their preparation for the event Well #6 groundbreaking soon Revenues are flat compared to last year New fire station on track for an opening in early spring 2025 Employee dedication tomorrow HB581 changes the way assessments are done - staff attending a webinar Mayor Turner reiterated Mr. Harris's comments regarding the dedication of city staff.
