BUDGET PUBLIC HEARINGI County Manager Weaver stated when we sent out the request to the departments for theirl budgets and when we, got them back, we were, just shy $2,000,000.00 over budget what our revenue willl bring in. Last work session County Managerl brought several line-item adjustments and cuts wherel hel had made that brought us down to: 1.41 million still off, hel has since then made more adjustments and cuts to thel budget and we: are currently 621,000 off, which is not perfect, he feels ifh he makes more cuts at this moment, it would be necessarily not educated or noti thought out. He would like to: recommend that the Commission pass thel budget by going intoi the reserve account. Chairman Coffey stated hei found some cuts in the budget around $300,000.00, thel biggest department being Public Safety and) hel believes we: should look ati these numbers, anotheri is EMS: since iti in brand new. Chairman Coffey also brought up surrounding counties and how they have al lot bigger areas to patrol and, but we: are spending more. money. Chairman Coffey stated ifafter we put our heads together and look ati these other departments and the County Manager still says we would need to come out oft the reserve he will respect that to, but when these departments need an amendment, they need to start coming and asking and explaining why they need one. County Manager Weaver stated that the county needs tol have an actual contingency plan. Commissioner Frost stated he wanted tol bring up thinking outside the box with staffing, by having someone: as a floater tol help with all offices. Commissioner Biddle stated that he just wanted to thank County Manager Weaver and he doesn'thold him accountable for where we were and thankl him for getting us where we are: now. County Manager Weaver would like to start working on a budget earlieri instead of waiting to do everything in a 90-day timeframe. David Smith wasi in attendance and approached the podium to speak hei inquired on the surrounding counties Chairman Coffey had brought up earlier, hei thinks the federal government should help us out more. County Manager Weaver stated we will do ok with water they are their own funding source. He also gave the Commission the IGSA figures which he didn't think. he was going tol be a fan of coming into the position, but he has since changed his mind. Chairman Coffey stated he just wants the people to know ifv we are going tol have to start goingi into the reserve to balance the budget there are two: fixes to it, either cutting expenses or raising taxes. Georgia Forestry Commission shall submit al bill to the UGOCCC for payment at the end oft the contract Forestry agrees to select and employ al Fire Tower operator(s) who will be assigned to the Cusseta-Chatahoochee County Forestry Unit for employment duties as a fire tower operator. The fire tower operator(s), sO selected, shall be a temporary employee day laborer. He/she shall not work more than 401 hours per week. When someone in this position is not available to meet the obligations of detection, prevention, and combating offorest fires other full time employees will be utilized ifpossible. The hourly rate charged for a full time employee will not differ from the Fire Tower operator. We had a meeting with Charter, Spectrum, and Bingham construction, and they are going toj put in fiber all over Chattahoochee County. They project tol bei in service mid-December. There willl be locates everywhere, hopefully yit will reacha good majority oft the county. They will come through Ft. Moore, then Hwy: 26, Industrial Park Rd, and Broad St., and spread out from there, we aren'tsure where they will go from there, but we dol know theywilll have about 90% of the County covered when they are just about done.
