Consider authorizing funding not to exceed $120,000 through American Rescue Plan Funds for Riverside Park construction change order, electrical, and lift station  improvements.  10. Ordinances and Resolutions  A. Consider a resolution supporting the recommended changes to the City of  Brownwood TMRS Retirement Plan effective 1/1/2025.  B. C.  Consider a resolution supporting the recommended changes to the Brownwood/Brown County Health Dept. TMRS Plan effective 1/1/2025. Consider a resolution adopting a policy prohibiting the use of TikTok and other  social media applications and services on City devices.  D. Consider ai resolution abandoning a chlorine booster station outbuilding located at  1601 Indian Creek, Brownwood, Texas.  11. Agreements and Contracts  A. Consider entering into a contract with SpyGlass Group, LLC, to analyze telecommunications service accounts (Voice, Data, Internet, Cloud Services and Mobility/Cellular) to seek cost recovery, service elimination and cost reduction recommendations and authorize the City Manager to sign the contract.  B. Consider approval ofal First Amendment to the Financial Advisory Agreement with  Hilltop Securities for the La Cresta Development.  12. Bids  A. Consider rejecting al bidi received for the Landfill Baler.  B.  Consider rejecting all bids for the parking lot construction and development at the BNSF lot located on Washington Street and authorize staffto re-bid thej project and  pay for additional testing, engineering, and design services.  13.
