MEETING OF THE CIVIL SERVICE COMMISSION CITY OF CLEBURNE January 23, 2024 MINUTES The Civil Service Commission for the City of Cleburne held a meeting on January 23, 2024 at 1:30 City facilities have reopened with social distancing protocols in effect. Call to order and roll call by Chairperson 2024:001 The meeting was called to order at 1:31 PM by Commissioner Wilson. Present: Commissioner Terri Wilson Commissioner Michael Reagan Commissioner Julie Hammond Civil Service Director, Debra Powledge Risk Manager, Brooke Clifton Fire Chief, Scott Lail Police Chief, Rob Severance III Commissioner, Julie Hammond. 2024:002 2024:003 Civil Service Director, Debra Powledge welcomed and introduced new Citizens comments: An opportunity for the public to make comments or address concerns for any matter whether or not posted on the agenda- No Comment Consider and approve minutes from prior meeting of October 27, 2023. Commissioner Reagan made motion to approve minutes and Commissioner Approve Police Entry Level Eligibility List from December 18, 2023. Commissioner Wilson made motion to approve the Police Entry Level Exam and Commissioner cards were filled out. 2024:004 Wilson seconded it. 2024:005 Reagan seconded it. 2024:006 Consider and Approve holding an election for alternate promotional system in Police Department recommended by the Chief of Police under Sec. 143.035. Chief Severance addresses the Commissioners. Commissioner Reagan made motion to approve alternate promotional system and Commissioner Wilson Consider and Approve to allow Civil Service Director to use designees to assist with 24-hour election period. Consider information relating to FF Kuykendall's fitness for duty, which may involve a discussion of confidential. medical information. (TLGC $143.081(b-d). Executive session started at 1:36pm. Adjourned at 1:50pm 2024:009 The Commission may retire to executive session regarding any agenda item to discuss personnel matters as provided under Chapter 551.074, of the Texas Government Code and Section 143.053(d) of1 the Texas Local Government Code, IfC Commission determines the reports from the two doctors disagree, Consider and appoint John Kuykendall's Fitness for Duty board of three Physicians.
