Call Meeting to Order: The meeting was called to order at 7:00 p.m. 2. Roll Call: Assistant tot the City Secretary Brenda Dennis provided thei roll call with Mayor Williams, notinga quorum oft the following Council members Present: 1)Council Member Joyce Wolfe, 2) Council Member Kim Schlichting, 3) Council Member Beverly Felts, 4) Council Member Mike Hale, 5)1 Mayor Pro-Tem Erika Gonzales 3. Opening: Pledge of Allegiance US Flag and' Texas Flag was led by Mayor Williams. The Invocation was led by Melvin Strey. 4. Comments: a. Mayor Comments - Mayor Williams reminded everyone regarding this Saturday Oktober Feier - October 21, 2023, New Berlin Community Center, 8815 FM775. 5K Run/Walk begins at 9:00 a.m. Packet pickup is this Friday at 4:30 p.m. and 7:00 p.m. for those pre-registered and wishing to register. Craft Fair and other activities to follow the 5K Run/Walt. b. County Commissioner Comments - No Comments Fire ChiefComments - No Comments d. City Marshal Comments Marshal Hatcher provided his activity report for the dates September 19, 2023, to October 16, 2023: Total Stops - 10 Total citations issued- 10 Warnings issued-8 Truck. Route Violations- -2 No/Suspended. DL-1 Expired Registration-7 License Plate ase/ctloumproper use) -3 Callj for service/incidents-1 Assist. Agency -1 Marshal Hatcher indicated that we still need signage (Not through truck traffic) on Gin and Santa Clara before he can issue warnings and citations. He stated that there are only two signs up, (1)at Linne Road and I-10;(2) one next to City Hall. He has been monitoring these. Mayor Williams indicated that the county was to put up the signs, but it has fallen through. Mayor Williams indicated that he will be reaching out to the cities of Seguin and New Braunfels for assistance in getting the signs printed so he can get them up this month, e. City Council Members Comments Mayor Williams recognized Council Member Mike Hale who stated he had a complaint from a couple of citizens regarding overgrown trees and vegetation on Albrect Lane where it intersects Linne Road, the southeast side. Visibility problem and had already caused an accident. He indicated that he could assist in contacting the neighbor on Linne. Road and see if he can cut it back, clearing it out but needs someone else to assist and' bring a chainsaw. Mayor Williams stated he has a chainsaw and tol let him Mayor Williams recognized Council Member Beverly Felts who indicated that they had discussions during National Night Out regarding the possibility ofu using the Community Center for the Christmas Celebration and Tree lighting ceremony and possibility give them a discount. Chair) Kim Schlichting indicated that the Community Center will bel having a meeting this Friday, and she will see ift the Center is available and check on the possibility of a discount or even: no charge. ORDINANCES REVIEW/REVISE- - Kim Schlichting, Chairman - Council Member Schlichting stated she has not received any ordinances that they need to review and asked ifany other entities had looked at theirs would resubmit again next year. and is looking for guidance and direction moving forward. 5. Consent Agenda: a. Discussion/Action on these Consent Agenda items to be acted on in a single motion. 1. Minutes: City Council Meeting September 18, 2023 2. Financial Reports: September 2023 Mayor Williams recognized Assistant to the City Secretary Brenda Dennis who stated that there is a correction Council Member Joyce Wolfe motioned to approve consent agenda items 1& 2 with corrections noted to the minutes. Council Member Beverly Felts seconded the motion. The vote was 5-0. Motion carried. on page 4 oft the minutes, it should say Beverly Felts - not Beverly Hale. 6. Council Discussion Agenda a. Ordinance No. 2023-007 - Conduct al Public Hearing and consideration and/or action approving an Ordinance annexing a 108.517-acre tract of land situated in the V. Gortari Survey, A-24, Guadalupe County, Texas, as Mayor Williams opened the public hearing and recognized Assistant to the City Secretary Brenda Dennis and Council Member Kim Schlichting who stated that this item was approved by the Planning and Zoning Commission at their meeting ofOctober 2, 2023, and recommends approval. As no one else spoke, Mayor Council Member Kim Schlichting motioned to approve Ordinance No. 2023-007 Council Member Mike Hale requested by a voluntary petition from Brenda Leel Kunde, dated August 31, 2023.
