Roll Call: City Secretary Mindy Paxton provided the roll call with Mayor Walter Williams, noting a quorum of these Council Members present 1) Mayor Pro-Tem Erika Gonzales, 2) Council Member Mike Hale, 3) Council 3. Opening: Pledge of Allegiance US Flag and' Texas Flag, and Invocation. The Pledges of Allegiance to US Flag and Member Joyce Wolfe, 4) Council Member Kim Schlichting, 5) Council Member Beverly Felts. Texas Flag, and Invocation were performed. 4. Comments: a. Mayor Comments Announcement regarding that Municipal Court will be held on the 3rd Friday of the month. Mayor Walter Williams announced that once the Municipal Court is up and running, the Municipal Court will be held on the 3rd Friday of each month. Mayor Williams also stated he has decided to start working on a newsletter to send out and that if anyone has articles, they wish to be included to please let him know. He would like these to focus on what is happening int the city and how we are taking care of our citizens and to gain information from citizens regarding their needs. b. Fire ChiefComments. No comments or announçements were provided. City Marshal Comments. No comments or announcements were provided. d. City Council Members Comments. Mayor Williams recognized Council Member Schlichting who had a question regarding a recent expenditure ofthel Marshal's Department: for $1419.001 to Barry's Oil. Shei indicated that maybe these types of expenditures should come to Council for explanation. Mayor Williams indicated that he has set up ai meeting with thel Marshals Department, Judge, and Prosecutor to discuss their budgets, procedures and a 30, 60, 90-day and annual performance reviews,. We will also be going over future revenues and expenses as these are new departments to the city and is a growing process. This will help moving forward with a checks e. Any person making personal, impertinent, or slanderous remarks while Mayor Williams recognized Ms. Wendy Wolfe, the new Marion Community Library Association President and Vice President McClain who introduced themselves to the city. She stated they are working on the 2023 events calendar and will be sending it via email for those to share. She encouraged all those to utilizing with Marion Library. Mayor Williams indicated that he promotes their Library and thanked her for coming this evening. . Planning and Zoning Commission Comments: Diana Flippo Strey, Chairperson. No comments or announcements were provided, but Mayor Williams indicated that we had an individual file for a petition for annexation of properties to come into the City of New Berlins ETJ and have their initial plat approved. The Planning & Zoning Commission met] prior to this meeting and approved. Thei item will be discussed later on this and balance process. PARKS and PLAYGROUNDS- - Melvin Strey, Chairperson. Chairperson Strey was not present, but Council Member Schlichting stated that Mr. Strey wanted her to share the proposed Walking Trail at City property information diagrams. She indicated that Mr. Strey is working on a GVEC Power-Up grant for the walking trail. Members of Council discussed the proposed diagrams. Council Member Schlichting stated as she isI new to this committee her and Mayor Williams will be meeting to discuss thej process and duties. 5. Consent Agenda: a. Discussion/Action on these Consent Agenda items to be acted on in a single motion. 1. Minutes: City Council Meeting November 21,2022 2. Financial Report: November 2022 and December 2022 3. 2023 Resident Donation Letter: Approve 2023 Resident Donation Letter (Requires All Alderman's Council Member Mike Hale motioned to approve thel November2 21, 2022 minutes, the approval ofthe November and December Financial Reports, and the 2023 Resident Donation letter. Mayor Pro-Tem Erika Gonzales Signatures) seconded the motion. The vote was 5-0. Motion carried. 6. Council Agenda a. Discussion/Action regarding adding additional bank account at Marion State Bank for the Marshal Office. Mayor Williams introduced this item addressing questions from Council. Mayor Williams recommended Council Member. Joyce Wolfe motioned to approve the additional bank account for the Marshal Office. Council b. Discussion/Action adopt Ordinance 2023-02 annexing part of real property at 1480 Church Road, Seguin, TX Mayor Williams introduced this item stating that the applicant has some properties in the ETJ already and is requesting the remaining properties be brought into New Berlin's ETJ. Also provided is a preliminary plat for approval. Mayor Williams stated that the Planning and Zoning Commission met prior to this meeting and voted for approval. Mayor Williams recommended Council approval. Mayor Williams recognized applicant Mr. Dale Council Member Mike Hale motioned to approve Ordinance 2023-02 annexing part of real property at 1480 Church Road, Seguin, TXintot thel Extra" Territorial Jurisliction(ET)ofthe City ofNew Berlin. Council Member approval. Ms. Paxton indicated that this Marshal office needs to be separate accounts. Member Beverly Felts seconded the motion. The vote was 5-0.
