CALLTO ORDER AND ANNOUNCE A QUORUM PRESENT I. Mayor Patrick Jacob called the Council Meeting to order at 6:30 pm. The following City Council Members and staff were present: Pat. CITIZENS PARTICIPATION AND COMMENTS An opportunity for citizens to address the City Council on matters which are not scheduled for consideration. To address the Council, please fill out a speaker form and turn into the Town Secretary. The Texas Open Meetings Act prohibits deliberation byt the Council ofany subject which is not on the posted agenda, therefore the Council will not be able to discuss or act on items brought up during the citizen's participation. Jeff Lukawski spoke regarding VIII, (Items 1&2). Mr. Kukawski indicated the tax rate and budget information was not posted and he knew nothing about it and asked ift the vote could be delayed until he had a chance to review. Mr. Lukawski iwas advised that the information was posted on the Town website 30 in advance of the meeting and published in the Tri-County newspaper on August 28th and September 5th, 2024. Karen Boelkins mentioned the tax rate and budget documents were inj fact on the Town's website and staff gave an in-depth overview during the September 22, 2024 Special Council Meeting. III. PROCLAMATION, RESOLUTION AND PRESENTATION None PUBLIC HEARING IV. 1. Proposed FY2024-2025 Tax Rate Mayor Jacob opened the public hearing at 6:31 pm and 2. Proposed FY 2024-2025 Town Budget Mayor. Jacob opened the public hearing at 6:32 pm and closed the public hearing at 6:46 pm and resumed the Reqular Council Meeting. Jeff closed the public hearing at 6:32 pm, nos speakers. ITEMS OF COMMUNITY INTEREST 1. Yoga Class Community Center- Monday and Friday @10:00a.m. 2. Bulk Pickup begins Wednesday September 18. 3. Bulk Pickup ends Saturday September 21. VI. STAFF REPORTS (a) Police Chief Carpenter provided the monthly Police report. (b) Administration, Fire and Finance Mr. Craven provided the monthly finance report. (c) Public Works Mr. McDonald provided the monthly public works report. (d) Park and Recreation Council Member Rona Gouyton provided committee update. VII. CONSENT AGENDA Approve minutes from the August 22, 2024, Special Council Meeting. Council may take any action deemed necessary. Council Member Chris Ayers made a motion to approve Consent Agenda. Council Member Rona Stratton Gouyton seconded the motion. The motion passed 4 for and 0 against. VIII. REGULAR AGENDA ITEM1 1. DISCUSSION/ACTION. Council to consider Ordinance 430 adopting a tax rate of $0.55 for 2024-2025 tax year. Council may take any action deemed necessary. Council Member Chris Ayers made a motion to ratify the property tax increase reflected in Ordinance 430; the fiscal year 2024- 2025 budget, which will require raising more revenue from property taxes than in the fiscal year 2023-2024 budget. Council Member Carmen Neuwirth seconded the motion. Record vote: Chris Ayers Place 1 for; Kathy Livingston Place 2 for; Carmen Neuwirth Place 3 for; Amy Robinson Place 4Absent: Rona Gouyton Place 5 for. The motion passed 4 for; 1 absent; no one against. ITEM2. DISCUSSION/ACTION. Council to consider Ordinance 431 adopting the FY 2024-2025 Town Budget. Council may take any action deemed necessary. Council Member Rona Stratton Gouyton made a motion to approve Ordinance 431, adopting the budget for the fiscal year October 1, 2024, through September 30, 2025, for the Town of Lakeside, Texas and directing itto be filed as required by law.
