CITIZENS PARTICIPATION AND COMMENTS An opportunity for citizens to address the City Council on matters which are not scheduled for consideration. To address the Council, please fill out a speaker form and turn into the Town Secretary. The Texas Open Meetings Act prohibits deliberation by the Councilofany: subject which is not on the posted agenda, therefore the Council will not be able to discuss or act on items brought up during the citizen's participation. Fletcher Phillips spoke regarding the Save Silver Creek public hearing. John Rangle spoke; suggesting more details in the newsletter, voting information, TAD news and other items of interest. III. CONSENT AGENDA Approve minutes from the November 9, 2023, Regular City Council Meeting. Council may take any action deemed necessary. Council Member Wesley Hearn made a motion to approve consent agenda. Council Member Kathy Livingston seconded the motion. The motion passed 4 for and 0 against. VIII. REGULAR AGENDA ITEM1. DISCUSSION/ACTION. Council to consider Inter-Local Agreement with the City of Lake Worth to provide police dispatch services under the rebranding name of Northwest Emergency Communications Center (NWECC). Council may take any action deemed necessary. Council took noo action. Mayor Jacob stated the Town of Lakeside has a valid Inter-Local Agreement with the City of Lake Worth for police dispatch and jail services with an expiration date of December 31, ITEM2. DISCUSSION/ACTION. Staff to brief Council on December 5, 2023 public hearing concerning the proposed Municipal Solid' Waste Facility at 3411 Silver Creek Rd. Council may take any action deemed necessary. Staff provided a recap of the public hearing held by TCEQon 2024. No value in considering a new ILA at this time. December. 5, 2023. No action taken. IX.
