Mr. Greg Trlicek ofTrlicek and Co., P.C, auditor for the City ofLa Grange, presented the results oft the 2022-2023 annual audit report. The City ofLa Grange received an unmodified or unqualified report which is the best report that can be received out of4j possible results. Iti is often referred to as a clean opinion. Mr. Trlicek reported that the City ofLa Grange is in good financial standing. CONSENT AGENDA The first item under consent agenda was to discuss and/or consider approval of September 23, 2024: minutes. Motion Mayor Pro tem Weishuhn, Second Councilmember Zbranek to approve the September 23, 2024, minutes as presented. Motion carried 6-0. REGULAR AGENDA -4-1- DRAFT The first item under regular agenda was to discuss and/or consider acceptance ofCity of La Grange FY2 2022-2023 Audit Report. Motion Councilmember Zbranek, Second Councilmember Busch to approve the City ofLa Grange Annual Audit Report for 2022-2023 as presented. Motion carried 6-0. The second item was to discuss and/or consider Final Subdivide request from Jagdish and Asha Jajal, the owners of3.65 acres located at 1494 W. St. Hwy 71. The property owners would like to subdivide the final two oft the four tracts - (tract 2) - 1.85 acres with motel and office building and (tract 4) -0.84 acres as an empty lot with lift station with part oft the lot being out oft the city limits. Both tracts meet the minimum size requirements required by City of La Grange Ordinances. The other two tracts (tracts 1 and 3) have already been subdivided with a 30-foot easement with easement going back to the empty lot. The Preliminary Subdivide Request was approved by council on June 10, 2024. Motion Mayor Pro tem Weishuhn, Second Councilmember Gross to approve the Final Subdivide request from Jagdish and Asha. Jajal at 1494 W. St. Hwy 71. Motion carried 6-0. The third item was to discuss and/or consider the temporary proposed street closures for Farmer's Market for the morning ofNovember 2nd, 2024. The Advisory Board ofLa Grange Main Street is requesting permission for the closing of Washington Street from the crosswalk down to the entrance to the Public Parking lot for the safety oft the public to accommodate vendor booth space and accessibility for visitors to the market. Motion Councilmember Gross, Second Councilmember Busch to approve this temporary street closure on Washington Street for Farmer's Market the morning ofNovember 2nd. Motion carried 6-0. Under Citizen Participation, Virgie Hall spoke about the Farmer's Market. The fourth item was to discuss and/or consider a Resolution moving the November 11, 2024 City Council meeting. November 11thisa a council approved city holiday, Veterans Day. City staff asked to move the meeting to Tuesday, Novemberl2th at 6:00 p.m. Motion Councilmember Newton, Second Councilmember Busch to approve the Resolution moving the November 11th council meeting to November 12th. Motion carried 6-0. The fifth item was to discuss and/or consider setting the 2025 City ofLa Grange Holiday schedule. The City ofLa Grange holiday schedule mirrors the same holiday schedule that Fayette County Offices observe. The sixth item was to discuss and/or consider authorizing application for funds under the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Funds (CWSRF) for analysis of City Water and Wastewater infrastructure systems as well as upgrades and/or improvements to both systems and authorizing the Mayor to execute agreements with Westwood Engineering toj prepare Abridged Applications for both Funds. The City funds in the FY 2024-25 budget to conduct a comprehensive analysis of the water and sewer system conditions. During this process, the city was informed by Westwood Professional Services, Inc. that we meet qualifications to apply for both the DWSRF and CWSRF which offer forgivable loans which can be used to upgrade andi improve the city's water and programs sewer allocated ofLaGrange -5-2- DRAFT infrastructure. The funds may also be utilized for the system analysis itself. Chris Cha with Westwood was available to answer questions for council. Medical insurance coveragei is offered directly through Blue Cross Blue Shield utilizing the $1,075 budgeted "defined contribution" from the employer towards a choice of four (4) plan options. Ancillary (elective) insurance coverages will be through the Principal Group with an additional option of accident/hospital indemnity/critical illness and Flexible Spending Account (FSA) choices through Flores TPA Services. Renewal rates will go into effect on January 1, 2025. Fayette Savings Bank will continue as the provider ofthe Health Savings Account (HSA) option for employees. The City Hall canopy is nearly finished, there are a few finishing touches before completion. The city received our grant notice for stormwater drainage. We are working on accessing the funds tol begin working on engineering for addressing the problem areas. Wehave gone out for a salary survey to look at our employees in comparison to other cities. Governor Abbott also directed the Texas Department of Public Safety (DPS) and the Texas Department of Information Resources (DIR) to develop aj plan providing state agencies guidance on managing personal devices used to conduct state business. Following the issuance oft the Governor's directive, the 88th Texas Legislature passed Senate Bill 1893, which prohibits the use of covered applications on governmental entity devices. Pursuant to Senate Bill 1893, any political subdivision ofthis state, including a municipality, county, or special purpose district, must establish a covered applications policy.
