March 26, 2024 After further discussion, a motion was made by Councimemberlysy and seconded by Councilmember Hernandez to approve the Consent Agenda. The vote was 5-0i in favor and the motion was declared unanimously passed. F. UNFINISHED BUSINESS (CONSIDER AND ACTUPON): (3) Discuss and take possible action on the request from the Karnes City Methodist Church for an agreement for use of the former City Hall building at 314E. Calvert Avenue, Karnes City, Texas - Mrs. Carter was not available to attend meeting, Mayor Skloss informed the council that he did speak withl Mario from the SA food bank, he was looking for an update. Mayor informed him the City is waiting tol hear back from Mrs. (4) Discuss and take possible action on the staff update on the renovations at the old City Hall at 314E. NEW BUSINESS (CONSIDER AND ACTUPON): (5) Discuss and take possible action on the Mayoral Proclamation declaring the month ofMay as "Community Action Month."-7 Tomie Baldera with WIC and CCSCT presented the proclamation. After further discussion, a motion was made by Councilmember Dziuk and seconded by Councilmember Rosales to approve the proclamation as presented. The vote was 5-0in favor and the motion was declared (6) Discuss and take possible action on the presentation from the Karnes City Chamber ofCommerce to present the City Council and Staffwith an appreciation plaque for their continuous support with the Downtown Trick or Treat Events from 2017-2023 - Cheryl Moy thanked all city departments for the continuous support with (7) Discuss and take possible action on the request from Consuclo Leal Neel to vacate and replat the property identified as Lotland 2, Block 108 of the Karnes Subdivision - Connie Leal Neel informed Council she is needing permission to replot her lots, she is wanting to turn lots to face North to South they currently facing East to West. Kevin Mochrig informed the Council that the home she is planning to build will be on its own lot. After further discussion, a motion was made by Councilmember. Loya and seconded by Councilmember Lyssy to approve the request to vacate and replat the property identified as Lot 1 and 2, Block 108 oft the Karnes Subdivision. The vote was 5- (8) Discuss and take possible action on the presentation from Keepin' It Real Community Church to establish a Powerhouse God'sTransitional Home at 209 Country Club Drive, Karnes City, Texas - Pastor Trent Enriquez presented the Powerhouse God's' Transitional Home presentation to the Council and public. The Mayor and Council asked questions to get more information. Sheri Kotara informed the council and public that she docs not want this in her neighbor. No action taken. (9)) Discuss and take possible action on the recommendation from WTC Engineers on the selection and awarding of a contract to CK Newberry in the amount of $836,600.00 for the 2024 Street Improvement Project - Bob Thonhoff presented to Council of the recommendation ofCK Newberry based on best value method. After further discussion, a motion was made by Councilmember Loya and seconded by Councilmember: Rosales to approve the recommendation. from WTCI Engineers on the selection and awarding ofa contract to CK Newberry in the amount of $836,600.00 for the 2024 Street Improvement Project. The vote was 5-0 in favor and the motion was (10) Discuss and take possible action on previously denied Change Order No.2 to the engincering contract with M&S Engineering in the amount ofS15,000 for Construction administration related to the CDBG waterline project -Mayor Skloss stated he has spoken to the engineers and they are in agreement to have a sit down unanimously passed. the downtown trick or treat. Oinf favor and the motion was declared unanimously passed. declared unanimously passed. 2 Minutes 04/23/2024 meeting with the Mayor and City Secretary along with the contractors and the grant (11) Discuss and take possible action on the Cadet Assistance Program for the City ofKarnes City- Chief Salas informed the Council that he has one young man that will bea attending the AACOG Police academy, he worked as an intern in the Police Department and has approached the City about a sponsorship. Mayor Skloss stated the only thing he sees is that amount is blank, that would be a recommendation from the Chief. Chief Salas stated every police academy charges differently and it also depends on what the City wants to pay, ifwe choose to pay all or some oft the program. After further discussion, a motion was made by Councilmember: Loya and seconded by Councilmember Rosales to approve the Cadet Assistance Program for the City of Karnes City not to exceed $3,500. The vote was 5-01 in favor and the motion was declared (12) Discuss and take possible action on the proposal from Trojan Technologies in the: amount of $84,131.62 for parts to make necessary repairs to the Wastewater Treatment Plant - DPW Rios informed the Council that the equipment was put ini in 2007 and came online in 2009, he said it is doing its job but is overloaded. After further discussion, a motion was made by Councilmember Loya and scconded by Councilmember Lyssy to approve the proposal from Trojan Technologies in the amount of$84,131.62 for the parts and repairs to the Wastewater Treatment Plant. The vote was (13) Executive Session - The City Council of Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071 (Consultations with Attorney) on matter in which the duty of the attorney to the government body under the' Texas Disciplinary Rules ofProfessions Conduct of the State Bar ofTexas clearly requires discussion in closed session and admin to discuss this matter and get it resolved. The Mayor and Council convened into closed session at 7:59pm. After discussion in executive session a motion was made by Councilmemberl Loya and seconded by Councilmember Dziuk to direct the Interim City Manager, Veronica Butler tos schedule interviews with the top candidates selected in closed session.
